PLANNING COMMISSION
November 21, 2002

ATTENDING: Chairman Jim Wendelgass, Members Wheeler Aman, Peter Rodgers, Vince Kling, and Jean Warrick, Zoning Officer Robert Wideman, Township Engineer Craig Kologie, Supervisor Ken Miller.

 

Joseph Piccone and James Haigney from Commonwealth Engineers were present to review Castle Valley's letter dated November 15, 2002. The applicant is proposing to subdivide a 15.7-acre tract of land into 8 residential lots located on the west side of Birchrun Road. Outstanding issues are the stonewall fronting the property on Birchrun Road, of which approximately 80 feet will be rebuilt as it was, but moved back from the right of way according to PennDOT specifications. The Planning Commission would like to see trails through the site. The applicant is requesting a waiver from the Well Ordinance and has had a hydrology study done. A revised plan will be submitted and sent out for review and this matter will be on the December agenda.

 

Steve Nizio submitted a Subdivision/Land Development application for Tax Parcel 25-4-59, which is located at 1676 Sheeder Mill Road, Spring City. The applicant wants to subdivide the 18-acre parcel into 3 lots. The plan will be sent out for review.

 

The Planning Commission acknowledged receipt of a Subdivision/Land Development application from David Frame for a portion of Tax Parcel 25-6-59 on Route 100. The applicant wishes to subdivide a 3-acre lot from the Griffith/Della Porta Tract. The plan has been sent out for review. The Planning Commission would like to see the sales agreement between Mr. Frame and the Griffiths, which will then be reviewed by the Township solicitors.

 

Paige McCrossin submitted a Subdivision/Land Development application for Tax Parcel 25-3-110, located at 1434 Hilltop Road. The application is for 1 new lot to subdivided from a 22.15-acre tract. The plan has been sent out for review and will be on the January Planning Commission agenda.

 

A sketch plan was presented for the DiProspero tract at 954 St. Matthews Road, Chester Springs.

 

A Conditional Use recommendation was sought for the Stephen Ferrara application to construct a driveway, septic and stormwater facilities, and cuts and fills in precautionary slopes at his property on Hunt Hill Road. Vince Kling made a motion to recommend Conditional Use approval, which was seconded by Wheeler Aman. All in favor. The Conditional Use hearing is scheduled for December 9, 2002.

 

The Planning Commission will review the Conditional Use application for the Addis tract, Tax Parcel 25-4-88, at its December 19, 2002, meeting. The tract is located on the northeast corner of Beaver Hill and Flowing Springs Roads. The Conditional Use hearing has been scheduled for January 13, 2002.

 

Representatives from Wilkie Lexus were present to discuss their Conditional Use application to build a car dealership on the Mackey property located on Route 100. A review letter was received November 11, 2002, from Castle Valley Consultants with the following outstanding issues: Front yard requirements to create the appearance of a traditional village streetscape (subsequently revised by the applicant), open space requirements, ground water, the Route 100 bypass, and a left turn lane. They will meet with Mr. Wideman and Mr. Kologie to review these issues. The Planning Commission will take up the matter again at a future meeting.

 

The Planning Commission will review the changes made to the Zoning Ordinance to prepare for its re-enactment. The purpose of the re-enactment is to consolidate past amendments into the body of the Ordinance and change minor inconsistencies, errors, omissions, typos, etc. They will be prepared to comment on the proposed changes by their next meeting.
