WEST VINCENT TOWNSHIP
ENVIRONMENTAL ADVISORY COUNCIL
October 2, 2002

ATTENDING: Chairman Donald Cook, members Jan Beale, Vickie Laubach, Chris Carroll, Jim Wendelgass, Zoning Officer Robert Wideman and Township Manager Allen Heist.

The chairman called the meeting to order at 5:05 p.m.

The Board of Supervisors will be developing a Ludwigs Corner Master Plan, which will involve issues like sewage, visual impact and traffic. This comprehensive plan will help the Township prepare for the logical development of the area. The bids for the new Township Building have been prepared. Bid awards are scheduled for a public meeting in November. Allan Greenwood is working on dedication of Matthews Meadows and Wetherill Estate.

The Planning Commission reported they are reviewing the Griffith/Della Porta plan at a work session that will be held on Thursday, October 10, 2002. Joseph Piccone submitted a Subdivision/Land Development plan for 8 dwellings located on Birchrun Road. John Bachich has submitted a sketch plan for the Addis property located on Flowing Springs Road and Beaver Hill Road for a 12-lot subdivision.

Barbara and Kurt Mueller submitted a Subdivision/Land Development application for the Barbara and Sandy Dunn property located at 1030 Jaine Lane, Chester Springs. The Dunn's are subdividing their property into two lots, lot A will be 2 acres and lot B would be 10.43 acres. The EAC had no comments at this time.

Joseph Piccone submitted a Subdivision/Land Development plan for 8 dwellings located on Birchrun Road. The EAC reviewed the plan and Chris Carroll made a recommendation to the Board of Supervisors, seconded by Jan Beale, to carefully examine the stormwater management plan, common driveway issues and to comply with Castle Valley's and Chester County Planning Commission review letters and would like to see options for a future trail. All in favor.

The Township has received a DEP Earth Disturbance Inspection report regarding Weatherstone (Hankin). The EAC is very concerned about the Birch Run and how it is being protected. They have asked Mr. Wideman to talk with Castle Valley and to follow up on this issue.

A Conditional Use hearing is being held on Monday, October 28, 2002 for John and Patty Madara, 18 Houndstooth Lane, Chester Springs, PA 19425. This is pertaining to construction of a driveway and cuts and fills in Precautionary Slope District and cuts and fills in Prohibitive Slope District. Jan Beale made a recommendation to the Board of Supervisors, seconded by Chris Carroll, that they minimize erosion and run off. All in favor.

The EAC reviewed a letter from Coventry Soccer regarding the fertilization of the Township park fields. They strongly recommend that they do not use herbicides or pesticides on the park grounds and that fertilizer be of an organic nature.

The next EAC meeting will be on Wednesday, November 6, 2002.
