ATTENDING: Chairman Jim Wendelgass; Members, Jean Warrick, Wheeler Aman, Peter Rogers, Vince Kling and Zoning Officer Robert Wideman.
David Beideman was present representing John Bachich for the Addis property located on Flowing Springs Road and Beaver Hill Road on 35 acres. A sketch plan was submitted for a 12 lot subdivision, the soil tests were completed. The Planning Commission asked questions regarding the lot sizes that on average would be 1 acre. Different kinds of on-lot septic systems to be used, a standard system with approximately 5 drip and 2 sand mounds. The preliminary plan will be prepared for a formal submission.
Barbara and Kurt Mueller submitted a Subdivision/Land Development application for the Barbara and Sandy Dunn property located at 1030 Jaine Lane, Chester Springs. The Dunn's are subdividing their property into two lots, lot A will be 2 acres and lot B would be 10.43 acres. This plan has been sent out for review and will be on the October 17, 2002 Planning Commission agenda.
Review letters have been received from Castle Valley Consultants regarding stormwater management and from the Chester County Planning Commission for the Griffith/Dena Porta (Cornerstone Communities, Inc.) The Planning Commission will hold a work session on Thursday, October 10, 2002 on this matter.
Stonecroft (Woodstone Homes) has submitted a building permit application for a sign/monument. The monument will be approximately 7 ft. by 16ft, made of stone with granite facing. The Planning Commission was in favor of the design. Mr. Wideman has asked for the sign location to be staked. This matter will be on the Monday, September 23, 2002 Board of Supervisors' agenda.
The Planning Commission and David Beideman reviewed Castle Valley's memo dated September 13, 2002 regarding Jon Lines mini storage buildings located on Pottstown Pike. Peter Rogers made a recommendation, second by Wheeler Aman, to grant approval with the condition they comply with the review letter from Castle Valley dated September 13, 2002. All in favor.
Joseph Piccone submitted a Subdivision/Land Development plan for 8 dwellings located on Birchrun Road. Vic Kelly, the engineer for Mr. Piccone, was present to review Castle Valley's letter. The issues that were reviewed were the need for a public or private trail, more than 4 lots on the turn around of a cul-de-sac, visual resource and sewage issues. The engineer will set up a meeting with Evans Mill, Castle Valley and Robert Wideman, Township Zoning officer, to address these issues.
Supervisor Clare Quinn explained to the Planning Commission that the Board of Supervisors would be developing a Ludwigs Corner Master Plan, which will involve issues like public sewage, visual impact and traffic flow. This comprehensive plan will help the Township prepare for the logical development of the area.
Page McCrossin submitted a Zoning Hearing Board application for the keeping of her horses on a small-undeveloped lot. This hearing is scheduled for Wednesday, October 2, 2002.
The McCrossins want to subdivide a 2-acre lot from the Mannix farm at 1434 Hilltop Road for keeping horses. The current zoning ordinance does not allow keeping of horses as a primary use on lots less than 10 acres. This issue was discussed in the context of a proposed Zoning Ordinance Amendment. The amendment language proposed by Robert Wideman was discussed and will be revised for presentation at the next Planning Commission meeting. The Planning Commission made no recommendation to the Zoning Hearing Board.
Proposed Zoning Amendments were discussed to correct a conflict between Tier V height restrictions of 45' and Section 2203 Building Height Exception, which sets 40 ft. as a maximum building height. The planning commission recommended changing Section 2203 to 45 ft.
A prososed amendment related to the issue discussed above for McCrossin was considered. Proposed language will be revised which would allow keeping of horses on undeveloped lots less than 10 acres where the owner lives on an adjacent lot. The state legislature has amended the MPC to allow "No-Impact Home Based Business". Language will be drafted to incorporate this change into the zoning ordinance.
Under new business Clare Quinn informed the commission that the Countryside Exchange would be attending their Thursday, October 17, 2002 meeting. This program is being brought to this area as a cooperative effort with adjacent townships. A group of international planners will be in the area to help us review and brainstorm ideas on future growth.
There being no additional business, the minutes from August 15, 2002 were approved and the meeting was adjourned at 10:00 p.m.
