ENVIRONMENTAL ADVISORY COUNCIL
September 4, 2002

 

ATTENDING: Chairman Donald Cook, members Jan Beale, Vickie Laubach, Aston Jones, Pete Moscufo and Jim Wendelgass.

 

The chairman called the meeting to order at 5:05 p.m.

 

The Planning Commission/Board of Supervisors reported they are reviewing the Griffith/Della Porta subdivision application. Dates have been set for the Validity Challenge, Tier V hearings that are being held at Ludwigs Corner Fire Co. Wednesday, October 9, 16, 23, 30, 2002. Preliminary plan approval was granted to Toll Brothers, Inc/Orleans Homebuilders, Inc. (Ewing property).

 

Griffith/Della Porta submitted a Subdivision/Land Development application (Griffith property) for an apartment complex (216 units with 1 existing dwelling) located on Route 100 and Nantmeal Road. A motion was made by Vickie Laubach seconded by Aston Jones to recommend to the Board of Supervisors that Mr. Della Porta use drip irrigation instead of spray. Peter Moscufo made a motion seconded by Jan Beale to recommend that a Maintenance Agreement be in place for the landscaping and the sewer system. All were in favor. A concern was expressed regarding the draining of the pool. Vickie Laubach made a motion seconded by Jan Beale to make a recommendation to the Board that the pool be drained before any additional chemicals are added. All in favor. EAC will review the landscaping plan at the October 2, 2002 meeting.

 

Joseph A. Piccone submitted a Subdivision/Land Development application for 8 dwellings on Birchrun Road. The EAC would like to see a visual impact study; this plan is still out for review.

 

Toll Brothers, Inc./Orleans Home Builders, Inc. (Ewing property) was granted preliminary plan approval at the July 1, 2002 Board of Supervisors meeting.

 

Jon Lines application for self-storage located on Pottstown Pike is out for review. Castle Valley's review letter has outstanding stormwater issues that are being addressed.

 

DEP submitted an Earth Disturbance Inspection Report for the following developments, Weatherstone (Hankin) and Woodstone (Stonecroft). The following items have been addressed: maintaining and stabilizing disturbed areas on several lots. Mr. Wendelgass pointed out that this is a typical situation.

 

Donald Cook will write a letter on behalf of the EAC addressing their concerns regarding the taking of water from one watershed to another watershed. The Board of Supervisors will address this issue.

 

Vickie Laubach informed the EAC that a French-Pickering Watershed workshop is being held 7:30 p.m., September 10, 2002 at the Warwick Township Building, hosted by Green Valleys Association and the Federation of Northern Chester County Communities.

 

Jim Wendelgass explained to the EAC on behalf of the West Vincent Land Trust that

they would like to start doing their own easement base line studies. If the EAC knew of

anyone qualified in this field to please contact him.

 

Clare Quinn informed the EAC of the Countryside Exchange being held October 16- 24 throughout the Phoenixville Region.

 

The minutes from the July 3, 2002 meeting was approved.

 

The meeting was adjourned at 6:50 p.m.

 

The next EAC meeting will be held Wednesday, October 2, 2002.
