WEST VINCENT TOWNSHIP
PLANNING COMMISSION
April 18, 2002

 

ATTENDING: Chairman Jim Wendelgass, Members Vince Kling, Jean Warrick, Wheeler Aman, Peter Rodgers and Zoning Officer Robert Wideman and Township Engineer Craig Kologie.

 

Jim Wendelgass called the meeting to order at 7:40 p.m.

 

Representatives from Toll Brothers, Inc. and Orleans Homebuilders, Inc. were present to ask for preliminary plan approval of the Ewing Tract subdivision. They reviewed Castle Valleys review letter, dated April 18, 2002 and agreed with everything in the review letter, they agreed to correct the following issues: Fire Lane, Landscaping, Active Recreation Area. The Planning Module issues stated in the letter are still being worked out between West Vincent and Upper Uwchlan Townships. Mr. Griendling asks the Planning Commission to consider as part of the plan approval, the buffer they intend to use along his property line. Toll Brothers, Inc. agreed to prepare a landscape plan for the next meeting. The Planning Commission would not make a recommendation for preliminary plan approval until all issues are changed on the plan. Mr. Wideman reported on the Conditional Use and Zoning Hearing Board decisions.

 

. Mr. Fry, a resident of West Vincent Township was present to represent the members of the Nantmeal Road Homeowners Association concerning the Griffith Property located on Pottstown Pike. Mr. Fry read a letter stating the Associations concerns on this matter. No official plans have been submitted to the Township at this time. The Planning Commission listened to all the concerns and explained the process that will need to take place before any recommendations will be made to the Board of Supervisors.

 

The Planning Commission reviewed the Mary Seibert subdivision plan for two-lots on 6.4 acres, lot 14 Cotswold Estate (Wyndemere Lake Drive), and it does not comply with the Township Zoning Ordnance. Mr. Beideman has received the plan and is in the process of a review. Vince Kling made a recommendation seconded by Peter Rodger to have Mrs. Seibert file for a subdivision extension agreement. All in favor.

 

Castle Valley Consultants had reviewed Marjorie Duffield's submission of a Subdivision/Land Development Plan at 2313 Chester Springs Road. Vince Kling made a recommendation, seconded by Jean Warrick, to recommend approval subject to compiling with the letter.

 

A review letter from Castle Valley for John and Maureen Tedesco of 542 Blackhorse was submitted, and this matter will be on the agenda in May.

 

Sherman Perkins subdivision application is for a 2-lot subdivision for the Titone property located on Flowing Springs Road at the intersection of Jaine Lane and Sheeder Mill Road. Mr. Perkins put the property under conservation easement with trails and they are conducting perk tests. This application is still out for review.

 

There was a Conditional Use hearing for Columbia Gas Transmission held on Wednesday, April 17, 2002 for the expansion of the existing Eagle Compressor Station. The application will have additional information submitted. The hearing is continued till Wednesday, May 22, 2002.

 

David Beideman showed the Planning Commission an 11 x17 of a plan for the Piccone subdivision along the eastern side of the Griffith Tract along Birchrun Road.

 

The minutes from March 21, 2002 were unanimously approved.
