ENVIRONMENTAL ADVISORY COUNCIL
April 3, 2002

 

ATTENDING: Chairman Chris Carroll, members Jan Beale, Jim Wendelgass and Township Manager Allen Heist.

 

The chairman called the meeting to order at 5:10 p.m.

 

A recommendation was made to the Board of Supervisor to appoint the following members to the EAC committee: Vicki Laubach term to run to 12/31/04, Aston Jones term to run to 12/31 /03 and Donald Cook term to run to 12/31 /02. All in favor.

 

The Board of Supervisors and the Planning Commission reported on: Agricultural Village Community and Agricultural Setback Zoning Ordinance Amendments, which will be sent out for advertising. Toll Brothers, Inc./Orleans Home Builders, Inc. Conditional Use decision was read at the March 11, 2002 Board of Supervisors meeting and the Zoning Hearing Board will have their meeting on April, 17, 2002. The EAC was informed of Mr. Osborne's concerns regarding the Griffith property plan for an apartment complex on the East Nantmeal side of Rt. 100.

 

The West Vincent Township Land Trust is hosting an Open Space program at the Ludwigs Corner Fire Company on .May 6, 2002 at 7:30 pm regarding the referendum that will be on the Ballot in May. Earth Day is April 22, 2002 and the WVLT will be present to receive the deed to the Slaughter House thru Green Valleys Association, which deed the Land Trust will hold until East Vincent establishes their Land Trust.

 

Several pieces of correspondence were read regarding Citizens' Volunteer Monitoring Workshop, Governor's Award, Water Reduction and Reuse Conference and the Historic Preservation & Heritage Partnership Conference. All this information is in the Township office for review.

 

Anne Strawbridge sent a letter informing the Township of the lighting concerns coming from the Stonecroft development and asking the Township to investigate.

 

A resident from the Township informed the EAC of composting bins that would be made available if the Township would apply for them. The EAC will look into this. The EAC would also like to start composting classes in the Township, more information when made available.

 

Four subdivisions were submitted to the Township, the EAC will review for environmental issues and commitment. 1. Perkins/Titone, located at the intersection of Jaine Lane and Sheeder Mill Road, being 33.5 acres. Mr. Perkins will put the property under easement. 2. Nash, located at 1101 Chester Springs Road on 24 acres. Mr. Nash wishes to annex 10 acres onto his existing property and create no new lots to maintain his Act 319 status. 3. John and Maureen Tedesco, located at 542 Blackhorse Road, a 4+acre property to be divided into two (2) parcels. 4. Duffield, location is 2313 Chester Springs Road, to subdivide into 2 lots. All the plans have gone out for review.

 

The Zoning Hearing Board is holding a hearing on Wednesday, April 17, 2002 for the Columbia Gas Transmission expansion of the existing Eagle Compressor Station and a hearing on Wednesday, April 24, 2002 for the Siana Family Trust at the intersection of Sheeder Mill Road. A variance /challenge to validity is needed for the 5-acre zoning.

 

Representatives from the East Nantmeal Township Historic Commission were present to ask the EAC to work with them on outstanding issues of the Griffith property. Chris Carroll invited them to attend the West Vincent EAC meetings and the Planning commissions meetings. No official plans have been submitted for this project as of this meeting.
