BOARD OF SUPERVISORS
MINUTES -- APRIL 1, 2002

The
administrative meeting of the Board of Supervisors, held in the Township
Building, was called to order at 8:40 am. In attendance were: Supervisors
Claire Quinn, Ken Miller, and Zoë Perkins;
also in attendance were Township Manager, Allen Heist, and Code Enforcement
Officer, Robert Wideman. Camphill Village -
Group Home @ St. Matthews & Flint Road Doug
Fitzsimons, representing the Camphill Special Schools addressed the Board and
advised they are presently under an Agreement of Sale to M/M La Kamp of
California for the property at 1898 Flint Road. The La Kamp's propose to lease
back the property to Camphill Special Schools to use for a program to
accommodate older students (17-18, no older than 21) to provide
additional life skills. Plans are for no more than eight individuals to be in
the house, probably closer to six. The
house at Flint Road is a large Victorian on a modest rectangular lot (1.12
acres), including a three-car garage. The existing lot size (1.12 acres)
does not comply with either the Tier 4 designation (1.38 acres) or the 1,200
square foot requirement per individual for over five individuals. Request is
being made under the Fair Housing Act Amendments that a reasonable accommodation
by made for the use of this property. From
the outside the structure will look like a house containing a family of seven.
Two cars will be kept in the garage. They will also have to construct an
exterior stairwell to comply with fire codes. They will be applying for license
under section C3, Occupation for Small Group Home 48 Individuals, approval from
Labor and Industry, and a Township building permit. Ken
Miller will discuss with Robert Widemen, but otherwise the Board seems
favorable and a response could be forthcoming in the next week or so. Matter
will be placed on the agenda for next week's evening meeting, and a draft
agreement will be presented prior to Monday night's meeting. Property on 401-
Hankin Open Space Sam
Cantrell, Maysie's Farm Conservation, addressed the Board regarding the
development and creation of a CSA (Community Supported Agriculture) on some of
the land along 401 that is deed restricted to farm use. Proposal would entail
changes in lot from field crop to more intensive vegetable production,
including construction of greenhouse, polytunnel and some sort of barn
structure and food distribution area. No housing would be applied. It was
suggested by the Board that they consider investigating an alternate site
(14/15 acres) that might better suit the CSA's needs, i.e., Westover Lane area.
Mr. Cantrell said he would explore with Hankin who is involved in funding the
project. Proposed Apartments on
Griffith Property Along 401 & 100 Henry Osborne (Supervisor and Resident, East Nantmeal)
and Russell Mosteller (resident East Nantmeal) expressed their concerns about
the proposed construction of these apartments. Four basic concerns: 1) View
shed will be considerably damaged taking away from rural site. 2) Access onto
Nantmeal Road which is not really constructed to handle the additional traffic.
3) Consideration to possible long-term quality, i.e., deterioration of
the apartments. 4) Impact on Griffin Swamp. Mr. Osborne has recused himself as
Supervisor and is acting solely as a resident, but he will be very active in
opposing this project. On advice of counsel he feels they have a strong case.
Suggestion was made that the Supervisors meet with the developer to see if
something more suitable could be found to bring it back to Tier 4 rather than
Tier 5 or a more reasonable project as litigation regarding these apartments
could be protracted. No
further business being brought forth, the meeting was adjourned at 9:45 am. |
