BOARD OF SUPERVISORS
MINUTES -- MARCH 18, 2002

Chairman
Kenneth Miller called the administrative meeting of the Board of Supervisors
held in the Township Building to order at 8:35 a.m.; in attendance were
Supervisor Clare Quinn, Township Manager Allen Heist, Township Zoning Officer
Robert Wideman and Township Engineer Craig Kologie. Representatives
from Upper Uwchlan and West Pikeland Township were present to review Toll
Brothers/Orleans Home Builders proposed road improvements. John Roughan,
Township Manager of Upper Uwchlan, will organize a joint meeting with Toll
Brothers regarding the following issues: Project Overview, District Wide
Traffic Impact Study, Access Points, Internal Road System and Off Site
Intersection Improvements. Mr.
Duffield
was in attendance; he would like the Board of Supervisors to review the billing
statements from Castle Valley Consultants, which they agreed to do and will
address this issue. Township Manager Heist will record Mr. Duffield's plans. Craig
Kologie, Township Engineer, gave a status report on the following: They
are reviewing the revised plans from Toll Brothers/Orleans Home Builders,
Weatherstone (Hankin) earthwork and sewage system management. The
Township Manager reviewed the Fireman's relief distributions; a mistake
was made in the year 2000 payout and corrected in 2001. Manager Heist will
contact Kimberton Fire Co. to report his findings. Stonecroft
Escrow release #6 was given approval upon a motion made by Mr. Miller and seconded by
Mrs. Quinn. Upon advice of the Township Engineer, the Board agreed not to
release any retainage at this time. The
Board of Supervisors discussed the Open
Space referendum; there will be 2 mailings and signs made which the EAC and
West Vincent Township Land Trust will fund. Township
Manager Heist received approval from the Board to offer Supplementary Health
Insurance to the Township employees at the employee's cost, further
information will be distributed. . Manager
Heist and Zoning Officer Robert Wideman brought up an issue regarding
agricultural setback requirements in the Zoning Ordinance which requires
all dwellings (existing and new) to be set back from agricultural operations at
least 100 feet. The Board discussed an amendment to apply to new dwellings only. There
being no further business the meeting was adjourned at 11:50 a.m. |
