ENVIRONMENTAL ADVISORY COUNCIL
March 6, 2002

 

ATTENDING: Chairman Peter Moscufo, members Chris Carroll and Jim Wendelgass, Township Manager Allen Heist and Zoning Officer Robert Wideman.

 

The chairman called the meeting to order at 5:00 p.m.

 

Helen Zipperlen from Camphill Village was present to introduce a program that is being offered by the Three Waters at Kimberton Hills starting May 2002 and running for one year on a monthly basis. This program is called "Water Sense: Exploring and Understanding our Daily Water". Camphill asked that the EAC sponsor the program. Supervisor Clare Quinn reported on the Open Space Referendum that will be featured in this month's Township newsletter & West Vincent Land Trust newsletter. The French and Pickering Creeks Conservation Trust, Inc. will host a meeting here at the Township Building on Thursday, March 21, 2002 from 5:00 p.m. to 7:00 p.m. and several public forums will be held. The Board of Supervisors is working on the Agricultural Village Community Zoning Ordinance, which will be on their March 11, 2002 agenda. The bids for the bridge on Flowing Springs Road have been awarded and we are now waiting for all the necessary permits.

 

The Planning Commission has made their recommendation to the Board on the Agricultural Village Community Zoning issue and Jon Lines Conditional Use application. The Land Trust is working on other easements; The Trust has formalized Stone et al, Fraley/ Scott and the Perkins easement agreements .The Land Trust is working on a way to monitor all the easements that they currently have.

 

The Township has sent letters to the residents of St. Stephens Greene regarding the drought emergency and letters will be sent to Wetherill Estates Homeowners Association.

 

Composting Classes are being offered throughout the county and the West Vincent EAC would like to explore this issue more in hopes to offer residents some classes on this matter.

 

Columbia Gas Transmission has applied for Title V air quality permit renewal. Robert Wideman is in the process of obtaining information on the application.

 

The Stone, Shick and Williams 1210 Davis Lane 3 lot, tier 1 subdivision application was review by the EAC and there are no environmental issues.

 

During excavation at the Weatherstone (Hankin) project an old foundation for a springhouse was exposed. The Township Engineers will review this mater and work with the builder to resolve this matter.

 

The EAC will review the Trail plan that was started by the Township Manager and former members of the EAC with in intent to complete the plan.

 

Green's Valley will meet with the Township Manager and the Zoning Officer regarding suggestions to correct the erosion problem occurring along Sheeder Mill Road at French Creek.

 

A resident from Hollow Road was in attendance regarding the property next to his at tax parcel 25-4-63.8; he is concerned what might happen to it and would like to be kept informed of any development.

 

The meeting was adjourned at 7:00 p.m.
