BOARD OF SUPERVISORS
MINUTES -- FEBRUARY 18, 2002

Chairman
Kenneth Miller called the administrative meeting of the Board of Supervisors,
held in the Township Building to order at 8:40 a.m.; in attendance were
Supervisors Zoë Perkins and Clare Quinn, Township Manager Allen Heist and
Township Engineer Craig Kologie. Morgan
Hurst, estimator for C. Raymond Davis was on the agenda for a status report on
the marked-up Township Building drawings
and narrative, Mr. Hurst was unable to attend this morning and will be asked to
report on this matter at the February 25 meeting. Craig
Kologie of Castle Valley Consultants reviewed with the Board the
following: Stonecroft Development, the first house will be occupied by the end
of the month and will be starting up the Pump and Haul system. Weatherstone
(Hankin) is underway, but the DEP permits have not been issued to date so they
are limited to the amount of pipe work that can be done. Castle Valley will
review the pipe under the road at the inlets of the intersection of Janie Lane
and Horseshoe Trail for drainage issues. Matthew
Upson was
introduced to the Board. Mrs. Perkins, seconded by Ms. Quinn, made a motion to
hire Mr. Upson as part-time/temp treasurer for 8-10 hours per week
at the rate of $20.00 an hours; the motion carried unanimously. Chief
Swininger
and the Board reviewed the status of the S.O.P., the Board will wait to receive
a review from PIRMA and Allan Greenwood and will vote on this matter at the
February 25, 2002 meeting. Mr. Miller made a motion and seconded by Mrs.
Perkins to authorize the purchase of a Nextel phone for the new part-time
police officer and to send Chief Swininger to F.B.I. Training for a week in the
spring. All in favor. Our computer representatives are working with the Cody
representative on working out programming and equipment issues. Chris
Carroll has
made a proposal to the Township to update the website at a rate of $15.00 per
hour, Township Manager Allen Heist will call Mr. Carroll and ask for an outline
of his proposal. This matter will be addressed at a later date. Castle Valley
will be linked to our website so that plans and review letters can be accessed
by the public. The
Rt. 100 Bypass at Nantmeal Road is
on the Ludwigs Corner Fire Company side of the road, so Mr. Della Porta has
asked the Township Manager to contact the fire company to handle the right-of-way
matter. The only area that may be affected will be the horseshow ground, which
is a PennDOT issue. The
stone arch will be removed and a 30 ft. pipe added along Flowing Springs
Road. Ms. Quinn will notify the Wards of the Township's plans. Township
Manager Allen Heist will get estimates for facing the one end of the wall. This
matter will be on the Monday, February 25, agenda. The Open Space Referendum issues were discussed and
whether a bond was needed at this time. The Board of Supervisors do not feel it
is needed at this time and will review this matter in the spring. The
Philadelphia Suburban Water Co. will be running the water line along Rt.
100 and because of changes to the fire prevention ordinance it was discussed
whether all commercial or residential property within 150 ft. will have to be
hooked up. Mr. Heist will check the agreements for Jon Lines and Tim Kanavy and
the cost of hook up. Castle
Valley is working on a letter to DEP regarding Matthews Meadow sewer
plant violations and dedication, Mr. Heist will discuss with Allan Greenwood
the process of capturing the escrow to complete the punch list items. There
will be a joint meeting at the West Vincent Township Building regarding of the
closing of Eagle Farms Road. West Vincent Township will contact the adjoining
Townships informing them of the meeting. A revised draft was reviewed for the
application of Toll Brothers, Inc. and Orleans Homebuilders, Inc for a
Conditional Use to regrade within steep slopes and to construct certain
improvements within high groundwater areas. All walls should be constructed
and/ or faced with stone similar in appearance of the site. Castle Valley will
provide suggested language regarding retaining wall specifications. Township
Manager Allen Heist will send a letter to the residents of St. Stephens Greene
regarding the drought emergency and letters will be sent to Wetherill
Estates Homeowners Association. There
being no further business the meeting was adjourned at 11:20 a.m. |
