BOARD OF SUPERVISORS
MINUTES -- JANUARY 21, 2002
The administrative meeting of the Board of
Supervisors, held in the Township Building was called to order at 8:40 a.m. by
Chairman Kenneth Miller; also in attendance were Supervisor Clare Quinn,
Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and
Township Engineer Craig Kologie. Police Chief Michael Swininger introduced part-time police officer candidate
Nicholas Campitelli, an
officer with the East Coventry Police Department; the Board authorized Chief
Swininger to start hiring procedures. Dave Ericsson, Philadelphia Suburban Water
Company, was present to discuss the installation of PSWC's water main along
Cedar Lane and the west side of Route 100 to service the Ludwigs Corner area
and the abandoning of approximately 1820' of Cedar Lane. A Road Occupancy
Permit application for Cedar Lane has been submitted to the Township; a PennDOT
Road Occupancy Permit is expected this week. The abandoned portion of the road
will be conveyed to the current property owners (Carolyn and David Decker) of
the five tax parcels involved; a cul-de-sac will be created at the
end of the public section of Cedar Lane to facilitate vehicle turn around. The
Board indicated an interest in paving the public section of Cedar Lane; if the
Township provides materials, PSWC will supply labor and equipment. The Township
Engineer will review the proposed cul-de-sac design and minimum
required radius; hydrant requirements and location; prepare a cross-section
of Cedar Lane; and design specifications in the vicinity of Route 100 to
address drainage issues. Manager Heist and Robert Wideman will research the
"sprinkler hook-up" issue for commercial and industrial
properties along Route 100; upon issuance of permits, residents/property owners
will be notified of PSWC's extension of water service. Gregory Stevens, SLC Senior Living, LLC, was present
to discuss a conceptual retirement
community plan, possibly
including a community center, on a 13-acre tract fronting Black Horse
Road zoned R-2 and adjacent 24-acre tract (Ordway) fronting Route
401 zoned R-2 with a Mobile Home Park Overlay. Mr. Stevens had submitted
a conditional use application in 1999 with hearings continuing through Spring
2000 to construct a life care community on the two properties. Neighbor
concerns included the overall density of the project and visual impact of the
proposed buildings on the eastern side of the tract; the applicant requested on
indefinite extension of the decision. Copies of recent zoning ordinance
amendments were given to Mr. Stevens; Mr. Wideman will review retirement
community standards provided for in the Zoning Ordinance. A pre-construction meeting for Weatherstone (The Hankin Tract) was held January 15, 2002. Manager Heist indicated that A.J. Jurich, Inc.,
contractor for the Flowing Springs
Road Bridge Repairs would use
Hollow Road to access the bridge; the contractor will contact local quarries
for estimates on field stone for the project. As a follow-up to discussions
pertaining to the mill raceway during the January 14th Board meeting, Manager Heist
contacted the suggested stonemason for a proposal to repair the stone arch
culvert. An Open
Space Referendum Ordinance
will be considered for adoption at the January 28th Board meeting.
The Board held general discussions on benefits of open space - saving tax
dollars due to less services required, enhanced property values, conservation
development, and preservation of resources; criteria for land protection -
matching grants, 25 acres or more, adjoining eased ground, imminent danger, and
agricultural viability/productivity; and tax income collected may be used to
finance a loan specifically designated for open space. Ms. Quinn will prepare a
draft outline for a public information strategy. The Planning Commission reviewed the Agricultural Village Community zoning amendment and has suggested the submission of a master plan and conditional use requirements for future changes. Manager Heist will contact Camphill Village regarding an increase in the open space requirement from 70% to 85%, which includes eased ground. The Township Engineer is working on a worksheet to evaluate the applicability of the proposed amendment. Manager Heist updated the Board on the Countryside Exchange Program and Phoenixville Regional Planning meetings. There being no further business the meeting adjourned at
