PLANNING COMMISSION
MINUTES -- THURSDAY, JANUARY 17, 2002
ATTENDING: Chairman Jim Wendelgass, Members Vince Kling, Peter Rogers, Wheeler Aman, Jean Warrick and Zoning Officer Robert Wideman. Jim Wendelgass called the meeting to order at 7:30 p.m.
Jean Warrick accepted another term as the Northern Federation Representative.
Pete Tumillo of Tumillo and Sons submitted a Land Development plan for a property on 1024 Pottstown Pike (the Griffith house). He would like to turn the house into offices, which a change in the current use. It is currently residential and would now be used for two commercial offices. The only change would be additional parking. The township is waiting for the L&I permit. Vince Kling made a motion seconded by Peter Rogers to grant approval of the plan. All in favor. Mary Seibert submitted a Subdivision Plan for two-lots on 6.4 -acres Lot 14 Cotswold Estate (Wyndemere Lake Drive); the plan is still out for review and will be on the February 21, 2002 agenda. A 3 lot, tier 1 subdivision application has been received for Stone, Shick, Williams, 1210 Davis Lane. This property has been placed under easement with West Vincent Land Trust. The plan has gone out for review and will be on the February 21, 2002 agenda.
The Planning Commission gave recommendation for approval to Mr. Dunworth of 1534 Pughtown Road at the October 2001 meeting for a lot line change. Mr. Dunworth submitted a letter to withdrawal the approved plan. Mr. Wideman will forward the letter onto Chester County Recorder of Deeds.
Jon Lines of 968 Pottstown Pike has submitted a Conditional Use application, for four (4) mini -storage buildings on his property. The Planning Commission reviewed the sketch plan at the September 20, 2001 meeting discussing areas that needed to be paved in and around the storage sheds and leaving more grass area around the buildings. These suggestions have been added to the plan. A hearing will be set and the Planning Commission will review at the February meeting. Edward and Lisa Quinn of 1066 Bartlett Lane have asked for a continuance on their special exception hearing. No dates have been scheduled. Toll Brothers/Orleans Home Builders (Ewing Tract) have submitted a grading plan. This is the first revised plan since the original submission; Castle Valley Consultants will review the plan.
There will not be a work session in February for Toll Brothers. The Conditional Use hearing and Zoning Hearing Board hearing should be completed in February.
Mr. Wideman revised the Agricultural Village Community Zoning Amendments from the specific suggestions made by the Planning Commission, which covered the Conditional Use hearing that would be required for approval of a master plan. No decision was reached regarding open space and net density as it relates to prior sale of development rights. The Planning Commission will wait to hear comments from Castle Valley regarding the issue. The Planning Commission was asked to submit any and all suggestions to the Township in hope to resolve this issue.
The minutes from the December 20, 2001 meeting were unanimously approved.
