ATTENDING: Chairman Jim Wendelgass, member Wheeler Aman, Vince Kling, Jean Warrick, Claire Quinn and Zoning Officer Robert Wideman.
Chairman Jim Wendelgass called the meeting to order at 7:40 p.m.
Claire Quinn term is up at the end of the year and Peter Rogers is interested in serving on the planning commission. The Planning Commissions were all in favor and recommends that the Board of Supervisors appoint him to the vacancy.
Mary Seibert submitted a Subdivision Plan for two lots on the 6.4-acre Lot 14 Cotswold Estates (Wyndemere Lake Drive). The plan has gone out for review. This will be on January 24, 2002 agenda.
A letter was sent from the Board of Supervisors to Philadelphia Suburban Water Company regarding the Griffith property supporting the extension of their franchise area to service this property with conditions.
Review letters from Castle Valley Consultants, Edward B. Walsh regarding Weatherstone (Hankin) preliminary plan were distributed to the planning commission. These letters were informational since no action is needed.
A representative from Camphill Village made a presentation to the planning commission on the 10-year plan of their community. Question were answered addressing how many people are housed in this community and how many people per dwelling, and that now and in the future, the only commercial space would be used for crafts. No formal recommendations were made. The planning commission would like to see Camphill Villages type of use be covered by Conditional Use. Vince Kling feels they should use the tier system to determine density. There was also discussion regarding how to consider the sale of development rights when determining allowable density.
Robert Wideman reviewed the changes in the Zoning Ordinance Amendment, which were Sign Plan and Schedule, Landscaping and Screening, Lighting, Design Standards, Accessory Dwelling Units, Ridgeline Setbacks and the Agricultural Village Community. The planning commission will review the changes and discuss at the January 10, 2002 workshop.
A Zoning Hearing Board hearing for a special exception is scheduled for January 16, 2002 for Edward and Lisa Quinn of 1066 Bartlett Lane. The application is for an educational facility to be operated in the principal building on the lot. That building is a converted barn that contains the primary residence. The Planning Commission reviewed this application and they expressed concerned about the traffic on Bartlett Lane. They would like to see the applicant extend the pavement on Bartlett Lane to their entrance driveway and use impervious parking area has shown on the plan.
A Conditional Use hearing is being held on January 14, 2002 for Tom Drauschak of 1640 Sheeder Mill to construct a on an logging road in precautionary and prohibiting slopes on property he owns opposite his residence. The Planning Commission reviewed the application; Robert Wideman will call the engineer to present some options discussed for stormwater control and best management practices for the lot. Vince Kling made a motion seconded by Wheeler Aman to granted approval with the following conditions: to best management practices for the house and driveway and install a level spreader at the bend of the driveway.
Chris Lunding was present for the Ewing Track (Toll Brothers/ Orleans Homebuilders). Mr. Lunding pointed the following changes: Court B and S have been removed along those lots were moved to loop road in the north central portion of the plan. The Greenway size issue has been resolved. Pete Musfusco a member of the EAC has been reviewing the plan and will met with our zoning officer and representatives from Tolls to review his findings.
The minutes from November 15, 2001 meeting were unanimously approved.
