ENVIRONMENTAL ADVISORY COUNCIL
MEETING NOTES -- DECEMBER 5, 2001

 

ATTENDING: Members Jan Beale, Peter Moscufo and Jim Wendelgass, Township Manager Allen Heist.

 

Zoë Perkins reported on behalf of the Board of Supervisors that Marilee Ward would like to see the culvert on Flowing Springs Road repaired and saved, Mrs. Ward is working with Thomas E. Boothbay, Associate Professor of Architectural Engineering at Penn State on this matter. The board will review Mr. Boothby's letter and any additional information presented regarding this matter at their December l0th meeting.

 

The Planning Commission has been holding work sessions on the second Thursday of the month for the review of the Toll Brothers/Orleans Builders (Ewing) subdivision application along with the review of the Conditional Use application and the Special Exception application (Zoning Hearing Board). The next work session is on Thursday, December 13, 2001, the Planning Commission will be looking at Toll Brothers request for reduction of greenway.

 

On November 14, 2001 Susan Morse, Ph.D. held a meeting for anyone who was interested in being apart of the West Vincent Historical Commission, she at that time reviewed a scope of work that would be needed to get this committee started. Because of the sparse turn out, historic issues will continue to be addressed by the EAC and Mrs. Morse will be recommended to serve on the committee. The meetings will be held on the first Wednesday of the month at 5:00 p.m. at the Township Building starting Wednesday, January 2, 2002. Jim Wendelgass will serve another term as the Planning Commission representative. At the January 2nd meeting Township Manager Allen Heist will inform the EAC of the number of members needed; there are several interested parties at this time.

 

Township Manager Allen Heist presented an update on the following:

 

  • French and Pickering Creek Conservation Trust is holding a membership meeting on Sunday, December 9, 2001, at 2:00 p.m. for any one who is interested.
  • A letter was sent from French and Pickering Creek Conservation Trust, Inc. updating us on the grant proposal for acquisition funding to acquire the missing linkages for a 10+-mile section of the French Creek Trail.
  • The Chester County 2020 Trust will be hosting an exchange program, which is scheduled for October 2002 called "Countryside Exchange", this program is to help address and resolve community-identified issues.
  • A public meeting is being held at the County Government Service Center December 10, 2001 regarding Linking Landscapes; The Plan for Projected Open Space Network in Chester County.
  • Reports were read regarding St. Stephen's Greene Water and Wastewater Treatment system plant, everything at this time is ok, new water meters have been installed.
  • A letter from DEP has been sent to John Bachich and copied to the Township on the earth disturbance at Stonecroft (Laymen's). Castle Valley Consultants have concerns at Stonecroft Wastewater Treatment facility with the perched water table running along the top of the rock, the suggestion was made to add additional drains.

 

Subdivision/Land Development and Zoning:

 

  • A Conditional Use hearing was held on November 26, 2001. Dr. Trolier was requesting to construct a driveway and stormwater management facilities within precautionary and prohibitive steep slopes. Approval was granted with conditions.
  • Weatherstone (Hankin) is ready to release part II of the Planning Module and is preparing for final plan approval.
  • Toll Brothers/Orleans Builders (Ewing) have a Zoning Hearing Board hearing scheduled for December 11, 2001, a Conditional Use hearing for tonight.
  • The Zoning Hearing Board will meet January 16, 2001 for Ed and Lisa Quinn of 1066 Bartlett Lane for a special exception. The application is for an educational facility in a house/barn.
  • Zoning Ordinance amendments are on the December 26, 2001 Board of Supervisors agenda for approval.

 

The next meeting will be held Wednesday, January 2, 2002 at 5:00 p.m. at the Township Building.
