MINUTES -- NOVEMBER 19, 2001

The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoe Perkins, Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and Township Engineer Craig Kologie.

 

Richard Guarini, The Hankin Group, was present to review the status of the Weatherstone Preliminary Plan. Castle Valley Consultants, Inc. has reviewed the Escrow Agreement for Remediation Work and the Tentative Project Schedule for the purpose of determining if $100,000 is adequate to cover remediation costs as described in the agreement; $100,000 was found to be adequate for the type of work proposed during the four weeks identified in the project schedule. The developer will supply a map of the proposed areas of disturbance and a 30-day schedule describing the work intended to be performed will be submitted the 20th of each month for the Township Engineer's review.

 

The draft Maintenance Agreement pertaining to the BMPs includes a five-year inspection schedule. The Township Engineer recommends developing a maintenance schedule for the life of the facility as follows:

  • Specify the maintenance to be completed,
  • Specify the time period for completion of maintenance, and
  • Specify who shall perform the maintenance of the facility.

The H.O.A. documents will include provisions for annual inspections conducted by an independent contractor and reporting data supplied to the Township.

 

The following operational concerns were reviewed:

  • Fountain type aerators; the Applicant will eliminate the "fountain type".
  • The Applicant agreed to installation of a wind monitor and soil moisture monitor.
  • The Applicant agreed to the installation of diversion terraces; the plan will be reviewed with Mr. Miller.
  • The Township Engineer will work with the Applicant's Engineer on the spray field riser.
  • Lagoon No. 2 Liner - the Applicant proposes grass side slopes to create a natural look; red rock was also suggested.

Castle Valley Consultants will review the preliminary plan approval conditions by Wednesday, November 2lst and the issue was tabled until the November 26th regular meeting of the Board.

 

David Della Porta, Cornerstone Communities, was present to discuss sewer alternatives for the Griffith Tract; a spray irrigation wastewater system is proposed for the tract. Manager Heist drafted correspondence to Philadelphia Suburban Water Company regarding extending, the franchise area to provide public water service to the tract; the issue was tabled until the November 26th Board meeting.

 

Township Engineer Craig Kologie reported on the following:

  • Matthews Meadows: Engineer Gary Weaver is preparing a status report on the completion of punch1ist items.
  • Springlea Development: The developer has submitted As-Built plans and offer of dedication is anticipated.
  • Flowing Springs Road: A resident called to report a depression in the road surface; an inspection will be conducted by Mr. Kologie.

Board members reviewed Zoning and Subdivision and Land Development Ordinance amendments; clarification and/or revisions were suggested pertaining to TDR residual development rights, Tier V frontage eligibility (major collector road), Agricultural Village Community (delete non contiguous parcels and limit number of residents per building), and "Consistency" definition.

 

An estimate of $3900 has been received to replace the boiler at the Evans Farmhouse. Replacement of the boiler will be considered after receipt of the C. Raymond Davis construction and design analysis report on the Township Building project; in the meantime, Manager Heist will check with a contractor regarding a temporary fix of the boiler.

 

Correspondence was received from the Chester County Department of Emergency Services recommending that all municipalities put into effect a temporary ban on outside burning during this drought period. A unanimous motion was made by Mrs. Perkins, seconded by Mr. Miller, to temporarily ban outdoor burning in West Vincent Township. A notice will be placed in The Daily Local News, on the Township web site, and posted at the Township Building.

 

Board members reviewed the 2002 Budget; action on the preliminary budget is slated for Monday, November 26th.
