WEST VINCENT TOWNSHIP
PLANNING COMMISSION
November 15, 2001

ATTENDING: Chairman Jim Wendelgass, members Wheeler Aman, Vince Kling, Jean Warrick, Claire Quinn and Zoning Officer Robert Wideman.

 

Chairman Jim Wendelgass called the meeting to order at 7:30 p.m.

 

PLANNING/ZONING:

 

The Township Zoning Officer Robert Wideman reviewed Pauline Davis application for a lot line change at 2316 Beaver Hill Road and he has discovered an approved 1980 plan that the property is 3 lots rather than 2 lots. Mr. Wideman will call the engineer and have a note added to the plan along with the proper parcel numbers and existing lot lines. This will be on the Planning Commission agenda for their December 20, 2001 meeting.

 

Revised plans for Richard F. Duffield of 1989 Beaver Hill Road were submitted to the Township for review. The plan has been reviewed and we are satisfied that all the documentation addresses the outstanding issues. A motion was made to the Board of Supervisors by Vince Kling seconded by Wheeler Aman to recommend approval of the preliminary plan conditioned on competition of the planning module from Chester County Health Department. All in favor.

 

Weatherstone Subdivision (Hankin) submitted revised plans in response to Castle Valley review letter dated November 9, 2001. The plan has been sent out for review.

 

Martha Williams has submitted a planning module for Hard Scrabble Farm subdivision, lot #4.  This has been reviewed by Robert Wideman and he recommends approval. A motion was made by Jean Warrick and seconded by Vince Kling to approve the Williams planning module. All in favor.

 

The Planning Commission reviewed the Zoning Ordinance Amendments. Accessory Dwelling Units has been changed to simplify the subject, the planning commission agrees with the changes. Tier V will be a new design option to allow higher density with in a greater percentage of open space. There were concerns about how much greenway should be required within the project. Agricultural Village Community will be used for residential housing within a large agricultural operation (currently applying to Camp Hill Village,) the planning commission would like a representative from Camp Hill to make a presentation to them on the 10 year plan of their community. Concerns are how many will be housed over this period of time and the term Retail Establishments. The planning commission made no formal recommendation at this time.

 

A Conditional Use hearing is being held on Monday, November 26, 2001 for Dr. James W. Trolier. The applicant desires to use his property on the east side of Hunt Hill Road to construct a house, driveway and  a detention basin in steep slopes. Mr. Wideman reviewed the application and his concerns are that the very steep slopes will continue to be unstable. A motion was made by Vince Kling and seconded by Claire Quinn that the engineer for Mr. Trolier submits a solution to stabilizing fill in advance of the hearing. All in favor.

 

A Zoning Hearing Board hearing for a special exception is scheduled for January 16, 2002 for Edward and Lisa Quinn of 1066 Bartlett Lane. The application is for an educational facility in a house/barn. This application will be reviewed at the December 20, 2001 meeting.

 

BUSINESS FROM THE FLOOR:

 

Ray Gamble from Toll Brothers/Orleans Builders was present to ask the Planning Commission to provided direction on the following issues: Historic Resource Study- a recommendation was made to the Board of Supervisors by Vince Kling and seconded by Clare Quinn to waive the Historic Resource Study. All in favor. Maximum Density- In calculating the permitted maximum density Toll Brothers has rounded up to 174 dwelling units, Mr. Wideman read the Section 5056.1 of the ordinance stating "One dwelling unit per 75,000 sq. ft of Adjusted Tract Acreage", the planning commission had no comment on this matter. Sewage disposal is designed to go to Upper Uwchlan for treatment and back to West Vincent for disposal. The planning commission was satisfied with the general idea. Centerline of Court S. to exceed 10% (12 1/2%) the Planning Commission will need to review the comparison plan before they can make a recommendation. SLDO regarding Section 70217.5 maximum vertical dimensions of cuts and fill in steep slopes. The planning commission does not have enough information to recommend approval for a waiver for the entrance near roadway. The planning commission in general is in favor except for the short cul-de-sac near Fellowship Road.

 

The minutes from October 18, 2001 meeting were unanimously approved.
