PLANNING COMMISSION

October 18, 2001

ATTENDING: Chairman Jim Wendelgass, members Claire Quinn, Wheeler Aman, Vince Kling and Zoning Officer Robert Wideman.

 

Chairman Jim Wendelgass called the meeting to order at 7:35 p.m.

 

PLANNING/ZONING:

 

Several review letters have been received regarding the Weatherstone Subdivision and Land Development Plan (Hankin). Preliminary Plan approval was granted on July 9, 2001 with 19 conditions. Castle Valley has reviewed the outstanding conditions and many of the issues have not yet been addressed. Further submissions will be needed.

 

A Conditional Use Hearing was held on October 15, 2001, for Toll Brothers/Orleans Homebuilders (Ewing Tract). This hearing has been continued until November 19, 2001 and the Zoning Hearing Board hearing was also continued until November 28, 2001. The Planning Commission will review the Conditional Use application at their November 8, 2001 work session.

 

Mr. and Mrs. Spohn submitted a preliminary plan application for a lot line change for property on 2316 Beaver Hill Road owned by Pauline Davis. The lot line change would transfer 1 acre to the smaller parcel. Mr. Wideman recommends that approval for the Form B wavier be granted. Vince Kling made a motion and second by Wheeler Aman to recommended approval of the Form B waiver and the subdivision plan upon the labeling of the septic system on the final plan. All in favor.

 

Richard F. Duffield of 1989 Beaver Hill Road was present to address the review letter from Castle Valley dated October 10, 2001. The Planning Commission made recommendation to Mr. Duffield regarding greenway ownership and maintances, shared driveways, sewage and water supply and street trees. The changes will be made to the plan and the Planning Commission will review at the November 15, 2001 meeting. Mr. Duffield asked the Planning Commission for a waiver to be granted to make his major subdivision plan a minor subdivision, his 4-lot subdivision has one existing home and he feels it falls under the minor subdivision category, no recommendation was made at this time.

 

A representative was present for 939 Pottstown Pike (Ludwigs Corner Office) to ask the Planning Commission to recommended approval of the six SLDO waivers that were addressed at their last meeting. The applicant has submitted the necessary information to the Chester County Health Department and his waiting for a response. Vince Kling made a motion, second by Claire Quinn, to recommend approval of the waivers requested upon approval of the Engineer's letter. No recommendation was made regarding the waiver requested for street trees. All in favor.

 

Mr. Della Porta was present to present two alternate sketch plans for the Griffith Tract. One sketch showed 35 residential units plus the existing farm house on the east side of route 100 and 40 residential units on the west side of route 100 and 78 acres of open space. Plan two showed nine luxury apartment buildings (215 units), club house, tennis courts, swimming pool and recreational area on the west side of route 100 plus 103 acres of open space. A change in the Township zoning will be required. The Township will consider adding a 5th Tier to allow higher density with an increase in the percentage of open space. The Planning Commission was very supportive of the second sketch plan.

 

The engineer for Mr. Dunworth requested approval of a lot line change for the property on 1534 Pughtown Road. The Planning Commission reviewed the plan and Vince Kling made a motion, second by Claire Quinn, to recommend to the Board of Supervisors to grant approval of the Dunworth subdivision plan. All in favor. Mr. Wideman will review the planning module.

 

The review of Laymen's Home Missionary Movement Zoning Hearing Board application and the Conditional Use application for Dr. James Trolier will be reviewed at the November 15, 2001 meeting.

 

The minutes from the September 20, 2001 meeting were unanimously approved.
