MINUTES -- MONDAY, OCTOBER 15, 2001

The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:20 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and Township Engineer Craig Kologie.

John Bachich, Stonecroft Development, was present to advise the Board that the approved Erosion and Sedimentation Plan improperly located the limit of disturbance area for the sewage facilities and requested approval to extend the area to include the landscape buffer and entire spray field absorption area.  The revision includes an area for a temporary (2-3 weeks) stockpile of topsoil and measures will be taken to contain this area to prohibit sediment run-off.  Alternate locations for the stockpile within the approved E&S Plan include the vacant lot on Pine Drive or along St. Matthews Road; however, stockpiling along St. Matthews Road would require repeated crossings through wetland areas (allowed by the DEP permit) and both would increase the length of time for equipment use to strip the topsoil.  Manager Heist, Code Enforcement Officer Robert Wideman, Township Engineer Craig Kologie and Mrs. Perkins indicated approval of the revised limit of disturbance area; Mr. Miller suggested that the effected neighboring property owners be notified for comments/concerns prior to revised E&S plan approval.

 

In response to West Vincent Township Planning Commission’s review comments and suggestions, David Della Porta, President of Cornerstone Communities was present to review two alternate sketch plans of the Griffith Tract along Route 100.  The previously submitted sketch plan, which included the Niederwieser Tract on Birchrun Road, showed 89 residential lots on the east side of Route 100 with accesses located on Birchrun Road and Route 100, a 1.7 acre Griffith Farm Lot, two conservation lots on the west side of Route 100, and 91.5 acres of open space on the 140.2 acre tract in the R-2 zoning district.  The first alternate plan of the Griffith Tract (Tier IV By-Right), showed 35 residential units plus the 1.7 acre Griffith Farm Lot on the east side of Route 100, 40 residential units on the west side of Route 100, and 78 acres of open space on the 117.46 acre tract (Niederwieser Tract excluded).  The second alternate plan (using a proposed Tier V criteria) showed no units on the east side of Route 100 except the existing Griffith Farm, nine luxury apartment buildings (215 units), active recreational area including a club house, swimming pool and tennis court on the west side of Route 100, and 103.5 acres of open space on the 117.46 acre tract.  Mr. Della Porta will prepare proposed ordinance amendment language.  Upon a motion from Mrs. Perkins, Manager Heist was authorized to notify Philadelphia Suburban Water Company of the Board’s approval for extending the public water franchise area to include the Griffith property; the motion was seconded by Mr. Miller and carried unanimously.

 

Township Engineer Craig Kologie reported on the following:

  • Matthews Meadows:  A Notice of Violation in connection with the Matthews Meadows Sewage Treatment Plant has been received from PA DEP; Discharge Monitoring Reports for May through August have not been submitted by the developer’s operator as required by the Water Quality Management permit.  The deadline for Berman’s completion of punchlist items is today.  Solicitor Greenwood will be directed to make any necessary preparations prior to the October 22nd Board meeting to proceed with seizing the developer’s escrow account.
  • Wetherill Estates:  The auxiliary well issue has not been finalized to the satisfaction of the Township.  Mr. Miller indicated that H.O.A. President Mike Harrington advised him that water rationing was in place again.

Manager Heist reviewed ordinance amendments pertaining to lighting restrictions and life care communities.

 

The Board approved Police Chief Swininger’s request to upgrade his firearm through Safety League, Inc. at a cost of $241.95.

 

The 2002 General Fund revenue budget was distributed for review.

 

There being no further business, the meeting adjourned at 9:30 a.m.
