ENVIRONMENTAL ADVISORY COUNCIL
MINUTES -- WEDNESDAY, OCTOBER 3, 2001

ATTENDING:  Members Jan Beale and Jim Wendelgass, Township Manager Allen Heist, Township resident Melanie McCartney, and West Pikeland resident Pat Theurkauf.

Attorney Chris Luning, Ray Gamble, Jim Boyer, and Engineer Neal Camens, representing Toll Brothers, Inc. and Kurt Hutter of Orleans Homebuilders Inc. were present to review environmental issues and answer questions pertaining to the Toll Brothers, Inc./Orleans Homebuilders Inc. Subdivision Plan for the Ewing Tract, South Chester Springs Road and Eagle Farms Road.  Ms. Theurkauf presented the EAC with a detailed map locating trails throughout the property and immediate area.  Issues discussed and areas of concern include:

  • Trails Issues:  Property ingress and egress trail access points will remain; however, the internal trails may be relocated to accommodate the proposed development.  A trail design detail was requested.
  • Water Issues:  Public
  • Sewage Issues:  The applicants propose three spray areas and one storage lagoon in the vicinity of Eagle Farms Road at S. Chester Springs Road and a treatment plant, located in Upper Uwchlan Township.  The use of a spray or drip irrigation system has not been determined.
  • A buffer along Cotswold Estates will be addressed at the Planning Commission Workshop on October 11th.
  • The applicants will consider a second area for recreational activity (i.e. athletic field, tot lot) in the vicinity of the proposed townhouses.
  • The applicants will submit a grading plan, which includes location of retaining walls.
  • The Zoning Hearing Board will address encroachment issues into precautionary slopes for the proposed roadways and underground utility crossings.
  • The Board of Supervisors will hold a conditional use hearing pertaining to cuts and fills within precautionary slopes.
  • Determination regarding South Chester Springs Road as a one-way road or cul-de-sac.

Manager Heist presented a brief update on the following:

  • The next Regional Planning Meeting will be held October 24th at 7:30 p.m. at the Schuylkill Township Building to review the Intergovernmental Cooperation Agreement.
  • Camphill Village has applied for a general permit for agricultural crossing over a tributary connecting to the French Creek.
  • Bid specifications for the Flowing Springs Road Bridge have been prepared; the Engineer is waiting for PEMA’s review comments prior to advertising for letting.
  • Castle Valley Consultants reported that the Matthews Meadows Pump Station was hit by lightning; there was discussion regarding insurance or a budget item covering this type of repair when the Township takes ownership of the system.
  • Weatherstone (Hankin Tract) Planning Module has received DEP approval; The Hankin Group would like to forward the Part II application and has requested the Township Engineer’s authorization.
  • A minor lot line change for the Pauline Davis property, 2316 Beaver Hill Road, was received.
  • A Zoning Hearing Board application was submitted by Andrew and Virginia Koehler, 2358 S. Chester Springs Road, to upgrade and expand the current non-conforming residence. 

The next EAC meeting will be held Wednesday, November 7, 2001 at 9:00 a.m. at the Township Building.
