ATTENDING: Chairman Jim Wendelgass, members Claire Quinn, Wheeler Aman, Jean Warrick, Vince Kling and Zoning Officer Robert Wideman. Chairman Jim Wendelgass called the meeting to order at 7:40 p.m.
PLANNING/ZONING: The preliminary/final land development plan for 939 Pottstown Pike, a 2.56-acre site owned by 939 Pottstown Pike Associates, Inc. was submitted on August 24, 2001 for renovations of an existing building into a professional office building. Castle Valley Consultants, Inc. and Robert Wideman reviews of this plan indicate several waivers and variances are needed: parking area, greenway, steep slopes and reports from the Chester County Health Department with the Sewer and Water Feasibility Reports. Applications have not been received at this time. The Planning Commission will wait until all the variances are addressed and the waivers are in place before they make their recommendation.
Jon Lines of 968 Pottstown Pike was present with a sketch plan for four (4) mini storage buildings on this property, which is zoned commercial and is already being used for Lines Auto Body Shop and 2 commercial rentals. Areas that were discussed were the areas that need to be paved in and around the storage sheds with the discussion of leaving more of grass area around the buildings. No significant traffic or sewer issues involved in this plan. No formal submission at this time.
Richard F. Duffield of 1989 Beaver Hill Road submitted a revised plan for a 4-lot subdivision on September 13, 2001, which has been sent out for review. Mr. Wideman suggested that upon receipt of the plan for the planning module that the Planning Commission recommends approval. Jean Warrick made a motion, seconded by Vince Kling to forward the planning module onto the Board of Supervisors for approval. Motion carried with Jean Warrick, Vince Kling and Claire Quinn in favor and Wheeler Aman abstained.
David Della Porta of Cornerstone Communities made a presentation on the proposed development on the Griffith property located on Route 100.The 143 acre parcel will be subdivided into three areas, 3 acres will be retained for Mrs. Griffith and the existing house, 2 homes will be built on the west side of Route 100 and 86 homes to be built on the eastern side of Route 100 with 90 acres to remain open space with the spray fields being on the west side of Route 100, the Planning Commission would like to see more of what surrounds the property, a buffer of more that 60 feet with plantings, would like to see the property developed differently, less clustering and more on the west side of the property. Mr. Della Porta will consider revising the plan accordingly. A site walk is scheduled for October 2, 2001 at 4:00 p.m.
A Conditional Use hearing is scheduled for October 15, 2001 for Toll Brothers (Ewing Tract) regarding steep slopes. Claire Quinn made a recommendation seconded by Wheeler Aman to continue the hearing so that the Planning Commission has time to review the grading plan once one is submitted and all other necessary material. All in favor.
A Conditional Use Hearing is scheduled for Monday, September 24, 2001 for James Watson at Black Horse Road for steep slopes. Additional information was submitted regarding proposed contours, stormwater seepage pits and erosion control. After review of the material Vince Kling made a motion second by Jean Warrick to have clean top soil brought in, install sod as soon as possible due to the weather and time of year and submit a watering/maintenance plan. All in favor.
Gary and Katherine Spohn submitted a preliminary plan application for a lot line change for a property on 2316 Beaver Hill Road owned by Pauline Davis, there is a 2 acre parcel adjacent to a 6 acre parcel with both lots containing a single family house. The lot line change would transfer 1 acre to the smaller parcel. This plan has been sent out for review. Mr. Wideman reviewed the plan and it will need a Form B-Non-Building Waiver and the septic system indicated on the final plan.
PLANNING/ZONING: A Zoning Hearing Board hearing is scheduled for Andrew C. Koehler and Virginia A. Koehler on October 17, 2001 at 7:00 p.m. Mr. and Mrs. Koehler want to add an addition onto the house, which is in the front yard setback off of S. Chester Springs Road. After review Mr. Wideman recommends that this project be allowed for it does not affect the setbacks or cause any disturbance. The Planning Commission did not make a recommendation.
Frone Crawford submitted a letter for review, this letter would be used for Variances, Special Exceptions and Conditional Use Applications when received incomplete. The Planning Commission reviewed the letter and agrees this form letter should be used as soon as possible.
Municipalities from the Phoenixville Region met on Tuesday August 29, 2001, they have asked adjoining townships to sign a Intergovernmental Cooperation Agreement. A motion was made by Jean Warrick second by Vince Kling to sign this agreement, Jean Warrick, Vince Kling and Claire Quinn all favor and Wheeler Aman was opposed.
NEW BUSSINESS: Zoë Perkins brought to the Planning Commission’s attention that they might need to look into using microphones for their meeting for it is very difficult to hear especially for the hearing impaired that attend the meetings The Planning Commission agreed, Jim Wendelgass asked the Board of Supervisors have Mr. Heist check into this matter.
The minutes from the August 16, 2001 meeting were unanimously approved.
