The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and Township Engineer Craig Kologie. Township Engineer Craig Kologie reported on the following: · Significant issues for the Board’s future consideration regarding the Ewing Tract include: 1. TDR provision for up to 10% reduction of greenway lands at the Board of Supervisor’s discretion. 2. Clarification of the "Merrick Exception" lot on South Chester Springs Road. 3. Minor Subdivision (greenway provision, frontage issue, necessity for the plan). Manager Heist will contact Fronefield Crawford for his review and opinion. 4. Land set aside for public recreational use; an additional active use may be considered in the townhouse area. 5. Vacating Eagle Farms Road; maintaining the right-of-way for a trail may be considered. 6. Wastewater issues including identifying spray vs. drip irrigation system and operation of collection system/fee schedule. Robert Wideman will check with the Planning Commission to confirm continued Work Sessions on the second Thursday of each month to review the Ewing Tract Subdivision Plan and if corroborated, notification will be sent to adjacent property owners.
Well Ordinance and Pond amendment currently do not prohibit drilling wells as a water source for ponds and swimming pools. Robert Wideman and Manager Heist will research water regulations and other resources for information.
The temporary "Pump and Haul" program agreement pertaining to the Stonecroft Subdivision to dispose of sewage prior to completion of the wastewater treatment facility was tabled until the September 24th meeting.
Three estimates were received from Shemin Nurseries, Inc., Gardner’s Landscape Nursery, and Behmeewald Nurseries for the Township Park Phase III Landscaping project; the issue will be placed on the September 24th agenda.
Local Police Chiefs are requesting $2500 from each participating Township in anticipation of grant monies for establishing a Centralized Booking Center for prisoner processing; the money will be reimbursed upon receipt of the grant. The issue was tabled until the September 24th meeting.
An executive session was held to discuss personnel matters pertaining to the Police and litigation matters pertaining to Fleck; the meeting was adjourned at 10:20 a.m.
