WEST VINCENT TOWNSHIP
BOARD OF SUPERVISORS
MINUTES -- MONDAY, AUGUST 6, 2001
Chairman Kenneth Miller called the administrative meeting of the Board of Supervisors held in the Township Building to order at 8:10 a.m.; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist and Code Enforcement Officer Robert Wideman. Philadelphia Suburban Water Company sent a letter to the Township on July 30, 2001 asking the Township to consider issuing a permit to allow PSWC to install a water main in the public right-of-way of Cedar Lane, this allowing them to extend their facilities from the Blackhorse Tank through private right-of-way to Cedar Lane and then to Route 100. The Township Manager will call PSWC and tell them they need to submit a road occupancy permit and he will notify the homeowners on Cedar Lane of PSWC’s intent. Manager Heist thought a canopy might need to be rented for the Township Park Open House in case of any inclement or hot weather; the Board reviewed the matter and feels one will not be needed. A letter was received from FEMA regarding the Flowing Springs Road culvert. They concluded that there is no historic preservation impact. Robert Wideman will make inquires regarding the stone masonry and Allen Heist will call Bob Park regarding the stone work on both ends of the culvert. Ken Miller will call the property owners across from each other and discuss using their property during the time of reconstruction. Mr. Miller will work with the road crew in coordinating the part of the work to be done by them. Ken Miller, Robert Wideman, Allen Heist and Mark Hughes will meet this week to work on the traffic counters, and which roads to be done. Mr. Wideman submitted a memo regarding Real Estate signs at cul-de-sac entrances asking if we should allow off site real estate signs on shared driveways, private driveways or roads with less then 10 houses. The ordinance states the real estate signs are allowed on the property which is for sale but not off site. After review, the Board would like the ordinance enforced as stated. The Zoning and Subdivision and Land Development Ordinance amendments were reviewed starting with the definition section. Mrs. Perkins had questions, which Mr. Heist will check into the MPC. Other areas discussed were the Conservation District-Area Bulk, pipeline set back, lighting, Camphill Village and non-conforming structures. Changes will be made by the Township Manager and will be reviewed by the Board. There being no further business, the meeting was adjourned at 10:05 a.m. |
