MINUTES --
MONDAY, JULY 30, 2001

 

The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:15 a.m. by Supervisor Zoë Perkins; also in attendance were Township Manager Allen Heist and Township Solicitor Allan Greenwood.  Mr. Miller called to say he would be arriving late.

Stephen Siana was present to review a memorandum dated July 2, 2001 from Castle Valley Consultants, Inc. pertaining to Sheeder Mill Subdivision – Hunt Hill Road dedication.  A lengthy discussion ensued resulting in the following:

  • The Township Engineer will be asked to review the length of swales needed to be rebuilt.  (The developer proposes replacing approximately 150’ of the swale from the Conti property to the basin.)
  • The stormwater basin will be cleaned.  In an effort to minimize the elimination of trees and bank disturbance, the developer acknowledged the basin was not built to size, however, the basin has been adequately handling the runoff and Mr. Siana suggested that a larger basin serves no engineering purpose.  The Township Engineer will be asked to review the basin size.
  • As-builts for the road and basin will be provided as part of dedication.

Chairman Kenneth Miller arrived at 8:40 a.m. 

 

Mr. Siana and the Board agreed to the following:

  • The project would commence after one year; repairs and the overlay to the road would be completed within the succeeding year.
  • The developer would provide a two-year maintenance bond; the Township Engineer will confirm the amount.
  • Mr. Siana will notify purchasers of the escrow agreement.

Mr. Siana also requested the Board to consider a flat dollar amount for project administrative, legal, and engineering review and inspection fees (including $2640.50 current billing through project completion). 

 

Michael A. Matlock Jr. and Engineer Jerry Miller, Hopkins and Scott, Inc., were present to discuss waiver requests, escrow, and agreements for the Dawes Farm/Long Lane Subdivision Plan.  The Tier 2 subdivision plan shows nine lots on 48.3478 acres located on Flint and Kimberton Roads.  Mr. Matlock advised the Board that Lots 1 (including an existing house) and 2 will be merged and sold to one buyer; Lot 3 will be sold as a building lot; Lot 4 will be sold to an adjoining property owner with no development proposed; and Lots 5, 6, 7, 8, and 9 will be sold to an adjoining property owner for recreational purposes with no intent to develop the lots or build the proposed private road. 

 

Using the standard in Section 615 of the Zoning Ordinance, Mr. Matlock intends to donate $18,240 ($2280 x 8 lots) in lieu of setting aside greenway lands; Manager Heist will confirm the amount with the Township Engineer.  The plan will be revised to include waiver requests pertaining to the hydrogeology and groundwater protection study, Chester County Conservation District approval letter, street trees, and minimum setback for a house from a secondary conservation area for Lot 4.  The plan will also include a note waiving escrow agreement and road maintenance agreement to time of building permit application.  Solicitor Greenwood will prepare a Development Agreement for the August 27th Board meeting.  A motion was made by Mrs. Perkins, seconded by Mr. Miller, to forward the planning module to DEP for review; the motion carried unanimously.

 

Revisions to the Employee Manual pertaining to employees who are active “Volunteer Emergency Services Providers” for fire companies which service the Township will be discussed at the August 13th Board meeting.

 

An Open House for the West Vincent Township Park, Route 401 and St. Matthews Road, will be held Saturday, August 18, 2001 at 10:00 a.m.

 

There being no further business, the meeting adjourned at 10:25 a.m.  An executive session regarding personnel matters was held following the administrative meeting.
