BOARD OF SUPERVISORS
MINUTES --
MONDAY, JULY 23, 2001

 

The regular meeting of the West Vincent Township Board of Supervisors was held on the above date at the Township Building.  Vice Chairman Karl Brachwitz called the meeting to order at 7:30 p.m.; others in attendance Supervisor Zoë Perkins and Township Manager Allen Heist.

Correspondence:

Vice Chairman Brachwitz read a letter from Katherine Damsgaard advising of her resignation from the West Vincent Township Planning Commission effective July 19, 2001.  The Board expressed their appreciation for Kate’s many years of service.

 

Subdivisions/Land Development/Zoning:

A motion was made by Mrs. Perkins to acknowledge receipt of correspondence dated July 23, 2001 from Richard Guarini stating that The Hankin Group is withdrawing our “By Right” application for consideration by the Board as per paragraph 36 of the Conditional Use Order dated May 1999”.  The motion was seconded by Mr. Brachwitz and carried unanimously.

 

Solicitor Greenwood arrived at 7:35 p.m.  

 

The Board unanimously acknowledged receipt of a preliminary/final subdivision plan for four lots on the 11.987 acre Richard F. Duffield property located at 1989 Beaver Hill Road in the R-3 Zoning District upon a motion from Mrs. Perkins and second from Mr. Brachwitz.  The plan will be sent out for review.

 

The Board also unanimously acknowledged receipt of a conditional use application from Richard F. Duffield upon a motion from Mrs. Perkins and second from Mr. Brachwitz.  The applicant desires to use his property (Tax Parcel 25-4-115) at 1989 Beaver Hill Road to construct driveways and common driveways, stormwater management facilities, and cuts and fills within the precautionary slope district.  A hearing will be held Monday, August 27, 2001 at 7:30 p.m. at the Township Building.

 

James Fasel, the owner of a 20-acre tract located on the North side of School House Lane, is planning the construction of a second three-bedroom dwelling per the approved Fasel Subdivision Plan.  A motion was requested from the Board stating that the planning module was reviewed and found to be acceptable; since the Board had zoning questions regarding the accessory dwelling proposal, the issue was tabled until the August 13th meeting.

 

A motion was made by Mrs. Perkins, seconded by Mr. Brachwitz to approve the Walter Dunning planning module submission to DEP; the motion carried unanimously.

 

Review of the amendments to the Zoning Ordinance and Subdivision and Land Development Ordinance was tabled to the July 30th Administrative Meeting.

 

Old Business:

Notification was received from DEP advising that permit requirements are waived for maintenance work to the Flowing Springs Road Bridge.  It was recommended that the PA Fish & Boat Commission be contacted prior to starting the work and that the work be performed in such a manner as to protect fish and other aquatic life.  Documents have been submitted to the Chester County Conservation District and PA Historic and Museum Commission for regulatory approval.

 

A motion was made by Mrs. Perkins authorizing Klein and Hoffman, Inc. to proceed with design development and contract documentation for the Flowing Springs Road Bridge; the motion was seconded by Mr. Brachwitz and carried unanimously.

 

The Board is considering including an open space referendum question on the May 2002 ballot; Mrs. Perkins advised that the West Vincent Land Trust would support the ballot question.

 

Chairman Kenneth Miller arrived at 7:48 p.m.

 

South Chester Springs Road residents Hanno Spranger, Julie Howard, and Mike Himsworth were present to voice their concerns regarding the speed limit on South Chester Springs Road.  The Township will conduct a speed study and forward the data to PennDOT with a request to lower the current 40 m.p.h. speed limit.  Mr. Himsworth also requested the Board to consider taking ownership of South Chester Springs Road after bridge construction is completed.  Thoma Johnson asked for clarification of the process used to determine speed limits.

 

Dust Control application is being considered for Bartlett Lane, Davis Lane, Beaver Hill, and Black Horse Road off Route 100.  Road Foreman Mark Hughes and Township Manager Heist will work together to obtain information and equipment cost estimates on the use of salt brine on dirt roads for dust control in the summer and snow and ice control in the winter.    

 

The Board approved Coventry Soccer League using the Township Park soccer field on a trial basis for six Sunday afternoons from the hours of 1 p.m. to 5 p.m. between Labor Day to Thanksgiving.  The League is performing major renovations at one of their facilities this Fall and is in desperate need of soccer fields. 

 

Other Township Park issues included:

 

  • Clare Quinn suggested a “posting board” at the Park to post team schedules.
  • Manager Heist will look into the availability and cost estimates for portable toilets.
  • Manager Heist will get cost estimates for installation of a post and rail fence on the western property line and cost estimates for materials only for installation by the Township Road Crew.  Robert will be asked to measure the proposed area for fencing.
  • Manager Heist will acquire prices for installation of a basketball pole/net on the paved area near Malehorn Road.

 

New Business:

A motion was made by Mr. Brachwitz, seconded by Mrs. Perkins to purchase for $2,760 the 1972 Huber grader from C.T. Cox, Inc.; the motion carried unanimously. 

 

Police Chief Karl Jones reviewed correspondence to the Board regarding establishing a Centralized Booking Center for prisoner processing at the Schuylkill Township Building.  The Booking Center will provide a more efficient means of processing area prisoners and reduce the amount of time an officer is away from patrol.  The total cost for equipment is approximately $80,000; a PA Commission on Crime and Delinquency grant will cover 75% of the cost.  The remaining 25% match ($2500 per participating municipality) is the responsibility of the regional group; the group plans to appeal to State officials for funds to serve as the 25% match.  The estimated monthly operational fee cost for each participating municipality is $150.  The Board voiced support for the project.

 

Steve Tomlinson, 2500 Beaver Hill Road, was present to discuss his concerns regarding traffic speeding on Beaver Hill Road; the Board authorized conducting a speed study.

 

Mr. Brachwitz questioned the West Vincent Land Trust accepting the Green Valleys Association property in East Vincent (the restored former slaughterhouse site and adjoining property); Mrs. Perkins advised that the Trust would be holding the property until the East Vincent Land Trust is organized.

 

Mr. Miller mentioned tree removal/trimming was scheduled for one day this week in various locations throughout the Township i.e. Horseshoe Trail (St. Stephens Greene Sewer Plant entrance), in the vicinity of the Flowing Springs Road Bridge, and Sheeder Mill Road.

 

Upon recommendation of Solicitor Greenwood, the motion made by Mrs. Perkins acknowledging receipt of The Hankin Group’s withdrawal of the By Right application was rescinded.  Mrs. Perkins moved that West Vincent Township accept the notification dated July 23, 2001 withdrawing The Hankin Group By Right Subdivision Plan application and that Township records be marked to reflect the official withdrawal of the same.  The motion was seconded by Mr. Brachwitz and carried unanimously.

 

Bills List:

Mr. Brachwitz made a motion to pay the bills on the Bills List dated July 23, 2001; the motion was seconded by Mrs. Perkins and carried unanimously.

 

Manager Heist stated that an executive session regarding real estate matters would be held following the regular meeting.

 

There being no further business, Mr. Brachwitz moved to adjourn the meeting; the motion was seconded by Mrs. Perkins and the meeting adjourned at 9:05 p.m.
