BOARD OF SUPERVISORS
MINUTES --
MONDAY, JULY 16, 2001

 

The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:08 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and Township Engineer Craig Kologie.

Mary Bradley, Uwchlan Ambulance; Mike Campeggio, Goodwill Ambulance (Pottstown); Steve Lightcap, Spring City Ambulance; Dick Stinson, West End Ambulance (Phoenixville) and Carl Homa, Phoenixville Hospital Medic 95 Coordinator were present to discuss proposed ambulance service expansion.  Uwchlan Ambulance will be submitting budget figures to Upper Uwchlan Township in September for a proposed substation in Eagle; South Coventry Township has requested Goodwill Ambulance to provide an Advanced Life Support (ALS) unit in their new township facility projected to be completed in twelve to eighteen months.  It was noted that West Vincent residents are provided three tiers of emergency medical service – QRS, a volunteer quick response unit out of Ludwigs Corner Fire Company; basic life support service through the designated ambulance company (Uwchlan, Spring City, or West End); and, advanced life support service through Phoenixville Hospital Medic 95.  Carl Homa stated that West Vincent Township, like our neighboring rural townships, are under-serviced with an ALS response time of 16-18 minutes; a study conducted by Phoenixville Hospital showed the need for an ALS substation in the Route 100/401 area, however it seems financially unfeasible at this time.  The Board will meet with the ambulance corps for an update in about six months.

 

Township Engineer Craig Kologie reported on the following:

 

  • Weatherstone lagoon #2 groundwater mounding – recommends the installation of a drain under the lagoon that will intercept the elevated water table and discharge the water on the down-slope side of the lagoon.  Mr. Kologie will ask the developer to consider relocating the spray field along Route 401.
  • Davis Lane drainage – waiting for information from Soil Conservation Service regarding the pipes to be used on the Miller project.
  • Toll Bros. (Ewing Property) – preliminary review will be completed by the August Planning Commission meeting.  Manager Heist reported meeting with Upper Uwchlan Township regarding historic concerns, traffic and sewer issues pertaining to the Toll Bros. project.

 

Since Police Chief Karl Jones will be attending classes on Monday, Wednesday, and Friday evenings, he will not be able to attend the Board of Supervisors regular meetings.

 

Manager Heist indicated that a recent meter reading report showed over half of the St. Stephens Greene water meters are out of calibration; residents will be informed that new touch pad “outside” meters will be installed at a total cost of approximately $4,000 to be paid from the St. Stephens Greene Water Fund.

 

Coventry Soccer Association has requested use of the Township Park fields for fall league games from 2:00 to 5:00 p.m. on Saturdays and noon to 5:00 p.m. on Sundays.  The Board will maintain the current soccer field use schedule of Monday, Wednesday, and Thursday 5:00 to 8:00 p.m. and Saturday 8:00 a.m. to 2:00 p.m. (no field use Sunday); Coventry Soccer Association and GEYA organizations will be asked to coordinate specific times for field use within the Board approved schedule.

 

Mr. Miller advised that the Road Crew will be cleaning-up the Township property on St. Matthews Road to “mowable” condition.   

 

The Board is considering an open space referendum on the May 2002 ballot.
