ATTENDING: Chairman Jim Wendelgass, members Vince Kling, Claire Quinn, Wheeler Aman, Jean Warrick and Zoning Officer, Robert Wideman and Township Engineer, Craig Kologie. Chairman Jim Wendelgass called the meeting to order at 7:40 p.m.
SUBDIVISIONS/LAND DEVELOPMENT: Richard F. Duffield, 1989 Beaver Hill Road, Chester Springs was present to review a sketch plan submitted for a 4-lot subdivision (Tier III) with one lot proposing to use an existing guesthouse as an accessory dwelling. Castle Valley review letter dated June 14, 2001 identified items that should be addressed when the preliminary plan is prepared: Adjusted Tract Area, Steep Slopes Conservation District, and Greenway Land? Use and Improvements, Clear Sight Triangle, Shared Driveway, Street Trees/Tree Protection and Trails.
Craig Kologie presented the review letters from Castle Valley and Gannett Fleming for the Weatherstone Preliminary Plan dated June 21, 2001. Provision of left turn lane for “Access C” should be shown on the other appropriate sheets along with the island located at the intersection of Linden Avenue and Fellowship Road. The Trail committee will meet before final placement of the trials (both equestrian/pedestrian trails) on the plans. The Hankin Group will show approximate location of the trails on the preliminary plan and will show the exact location before Final Plan approval. The connector road should be in conformity with the Township “Official Map” which shows the northbound bypass road along the Zarichniak property. The right-of-way shown on the Weatherstone property does not provide access to the Zarchniak property but Rick Guarini agreed to extend the right –of-way the additional 10 feet separating the Zarchniak property from the future bypass. The Hankin group agreed that Westover and Fellowship Roads would be improved to whatever extent deemed appropriate by the Township. There was also some discussion of the funding for the roadwork to be paid solely from moneys collected through impact fees. Jean Warrick made a motion, seconded by Vince Kling to recommend to the Board of Supervisors approval of the preliminary plan conditions on the comments from the Castle Valley Consultant and Gannett Fleming June 21, 2001 memos modified by the above discussion regarding the pedestrian/equestrian trails, Fellowship and Westover Lane and the connector road. All in favor.
David Beideman presented a sketch plan for a 2-lot line subdivision for Walter Dunning property located at 2057 Conestoga Road, Chester Springs. At one time the property had been dived into 2 lots and later it was consolidated back to one lot. The plan proposes to go back to the 2-lot configuration. The plan shows a common driveway accessing lot 4 which is a 5-acre parcel and lot 5 is a 10-acre parcel. No further subdivision of either lot can occur. No action was taken.
The minutes from May 17, 2001 meeting were unanimously approved.
