ENVIRONMENTAL ADVISORY COUNCIL
MINUTES --
WEDNESDAY, JUNE 6, 2001

 

ATTENDING: Chairperson Craig Hannafin, Vice Chairperson Pam Shillingford-Brown, Members Peter Moscufo, Jim Wendelgass and Township Manager Allen Heist.

The chairperson called the meeting to order at 9:05 a.m.

Minutes from the May 2, 2001 meeting were approved.

 

ADMINISTRATIVE: 

At the May 17, 2001 Planning Commission meeting they met with a representative from Hopkins and Scott regarding the Matlock Family Trust (Long Lane and Dewees Farm). Mr. Scott will submit a revised plan. Mr. Duffield of 1989 Beaver Hill Road submitted a preliminary plan for a 4-lot subdivision (Tier III) with one lot proposing to use existing guesthouse as an accessory building. The plans have been sent out for review. Rick Guarini of The Hankin Group requested preliminary plan approval, which the Planning Commission did not recommend.  There will be a work session held on Thursday, June 14, 2001 to address outstanding issues. Ray Gamble from Toll Brothers presented a lay out of the Eagle Farm property (Ewing). The plan proposes 318 units in our township. They reviewed the following Conditional Use applications: Teichert, Frame and Siana.

 

The Board of Supervisors granted final plan approval for the Francis Vance Subdivision  (lot line change) and granted final approval to Woodstone Development Company  (Stonecroft/Laymens Subdivision) with conditions. The newsletter will be out at the end of the month. There was the Conditional Use hearings for Teichert, Frame and Siana, the decisions will be read at the June 11, 2001 Board of Supervisors meeting. Wetherill Estates and Matthews Meadow are close to dedication of their community systems, they are working on a final punch list.

 

Correspondence from DEP regarding the Environmental Futures Planning Process, which is a new planning process that will address how DEP staff can be best, utilized and how budget dollars should be spent. The EAC will not be sending anyone to the meetings at this time.

 

State Representative Curt Schroeder, Robert Cordivari of the Chestmont Astronomical Society and Stan Strubbe, a lighting consultant have been asked to investigate the possibility of building an observatory on the grounds of the Welkinweir property. The main point is that the lighting ordinance be tighten up to mitigate night lighting. The EAC will write a letter to the Board of Supervisors supporting any action needed to be taken to enhance the night skies.  

 

The Board submitted a motion to intervene in the Columbia Gas proposal to add a 6000 hp compressor with the right to participate fully in all aspects of this proceeding. Mr. Brock of 35 Wyndemere Lake Drive believes the compressor unit at the Eagle Station exceeds West Vincent Township noise ordinance.

 

Two Earth Disturbance reports have been filed by DEP for the Massara property at 1211 Hollow Road for failure to stabilize unstable steep slopes (it appears a lot of erosion is occurring on the outside berm of the pond) and the Seibert property at 1017 Pottstown Pike for failure to develop a written erosion and sediment control plan. There will be a follow up inspection for both properties on June 11, 2001.

 

Mr. Calhoon of 1621 Birchrun Road as submitted to DEP a notification to use biologs and erosion control blankets along the French Creek stream bank that will be staked and planted.

 

The EAC will plan the dedication of the Township Park some time in August, they are waiting to get the approval from PennDOT to remove the signs at the parking lot and to finish up the mulching of the butterfly gardens along with a other clean up items.

 

West Vincent Land Trust is holding a cocktail party on June 24, 2001 by invitation only. Mrs. Perkins reported that Mr. Potter has reopened his trail.

 

Hoffman/Levin Partnership was reviewed by the EAC and they have no issues regarding the Zoning Hearing Board and the Conditional Use application.
