The administrative
meeting of the Board of Supervisors, held in the Township
Building was called to order at 8:12 a.m. by Chairman Kenneth
Miller; also in attendance were Supervisor Zoë Perkins, Township
Manager Allen Heist, Township Solicitor Allan Greenwood, Code
Enforcement Officer Robert Wideman, Township Engineer Craig
Kologie, and Planning Commission Chairman Jim Wendelgass.
Richard Guarini
and Eileen Golden of The Hankin Group, Ted Gacomis and Neal
Fisher of E. B. Walsh and Associates, and Elizabeth Witmer,
Esquire were present to review the list prepared by the Township
Engineer identifying outstanding items required for Weatherstone
Preliminary Subdivision Plan approval.
Based on Castle
Valley’s May 31, 2001 review letter, outstanding items relating
to the Conditional Use Order include the following:
- Order A.7. pertaining to site access – Applicant’s Engineer
is addressing as requested.
- Order A.12.ii. pertaining to provision of left turn
lane for “Access C” – Applicant’s Engineer is addressing
as requested.
- Order A.12.iii., Order A.13. & Order D.30.d.(1)
pertaining to Fellowship Road turning restriction – Applicant’s
Engineer is addressing as requested.
- Order A.14. pertaining to pedestrian circulation – Paved
trail will be shown through Open Space C; a note will be
added stating that the trail location may change slightly
following a walk through after lagoon details have been
finalized.
- Order D.29. pertaining to open space management and
pocket parks – The Declaration, including land management
guidelines, will be submitted.
Detailed plans for the pocket parks will be provided
showing a passive use park design for two parks and a typical
tot lot design for one park.
- Order E.30.a. pertaining to connector road conversion
– The Official Map shows the connector road along the property
line; the proposed plan shows the road alignment 10’ off
the property line eliminating direct access to the Zarichniak
property. The Applicant will review options and
submit comments prior to the June 14th Planning
Commission meeting.
- Order E.30.c.ii. pertaining to Westover Lane improvements
– Applicant’s Engineer is addressing as requested.
- Order E.30.d.ii pertaining to Fellowship Lane improvements
– Applicant’s Engineer is addressing as requested.
- Order B.17.,18. & 19. pertaining to stormwater management
Best Management Practices-
The Township Engineer recommended the following:
- A detailed plan identifying the proposed protection
measures during site disturbance for each BMP proposed.
- Water Quality Volumes calculated for all stormwater
basins on the site.
- Water Quality Volume calculated for each basin must
be captured and treated to a level not less than 100 percent.
- A detailed management plan for each BMP provided to
ensure the longevity of the BMP.
- Pre-treatment of the runoff provided prior to entering
the recharge beds in the commercial/office area.
The method of pretreatment used shall be based on the
ability to treat the pollutant characteristics of the runoff.
Mr.
Guarini reviewed the measures taken to promote stormwater
recharge, special design details in the stormwater basins,
Chester County Conservation District’s letter dated April
19, 2001 stating, “The District feels that the proposed
basin layouts meet the recommendations of the PA Handbook
of Best Management Practices for Developing Areas.”,
and the “Water Quality Facilities” Plan for the commercial/office
area of the project. The Applicant’s consultant, Biohabitats, defined water quality volume
for design recommendations for the basins as the first one
inch of runoff from all impervious surfaces, which is assumed
will carry the majority of pollutants; however, the Applicant
argued that the standard (which is not a PA requirement) appears
to be impractical from a cost and maintenance standpoint.
It is the Applicant’s opinion that the proposed plan
meets the requirements of the order; however, the Township
Engineer believes the basin modifications do not adequately
address the water quality impacts created as a result of the
proposed project. This
opinion is based on the goal set by Biohabitats.
The
applicant will submit an inlet detail utilizing grass and
sand around the inlet (for a number of inlets noted in red
on the Water Quality Facilities Plan in the commercial/office
area) and additional water quality calculations from Biohabitats.
General comments
pertaining to the Subdivision and Land Development Ordinance
were reviewed and will be addressed by the Applicant’s Engineer
as requested.
Solicitor Greenwood
will review the Homeowner’s Association documents when the
submission is complete. A draft letter to DEP regarding the Township’s
response to the Hankin Tract Planning Module was reviewed and approved for forwarding. Once transferred onto Township letterhead,
this response will be attached to Hankin’s response and forwarded
to DEP.
Craig Kologie
updated the Board on the following:

Matthews Meadows – Castle Valley
Consultants conducted a site visit with the developer, Township
and H.O.A. representatives; a revised final punchlist for
the project will be generated.
Manager Heist will notify residents who have disturbed
swale areas within the Township right-of-way.
·
Flowing Springs Road Bridge –
Klein and Hoffman is preparing the submission to DEP, which
is required due to the exceptional value designation of the
Birchrun.
·
Wetherill Estate Water System/Improvement
Dedication – Manager Heist met with the new project
manager recently. There
has been no response from Southdown Properties; Solicitor
Greenwood will generate correspondence at the appropriate
time.
·
St. Stephens Greene Water
System Operations Services – Castle Valley Consultants
is collecting documentation requested by American Water Company;
there has been no response from Philadelphia Suburban Water
Company.
·
Houndstooth Lane and Houndstooth Circle
Dedication – Outstanding issue regarding Lot 5 owners;
Bob Kaiser submitted information Friday for Mr. Greenwood’s
review.
·
St. Andrews Lane Realignment –
Pending submission of documentation from the Cantrell family.
Proposed Zoning
Ordinance and Subdivision and Land Development Ordinance amendments
will be reviewed at the June 25th meeting;
the proposed Grading Ordinance will not be considered,
but incorporated into the building permit process by requiring
grading plans and inspections.
Mr. Miller
reviewed a proposed stormwater management plan, consisting
of a retention pond and swales, to address the drainage issues
on his property; Robert Wideman and Craig Kologie will visit
the Davis Lane/Horseshoe Trail intersection
to inspect the run-off problem on Horseshoe Trail and generate
recommendations.
The Board is considering an open
space referendum on the November ballot.
There being no
