ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate Damsgaard, members Vince Kling, Claire Quinn, Wheeler Aman, Jean Warrick and Zoning Officer, Robert Wideman. Chairman Jim Wendelgass called the meeting to order at 7:35 p.m.
SUBDIVISIONS/LAND DEVELOPMENT:
A representative from Hopkins and Scott was present to address the Matlock Family Trust (Long Lane and Dewees Farm). Mr. Scott asked that Section 403 (Sewer and Water Feasibility Report and a Hydrogeology Groundwater Protection Study) be waived. The Planning Commission took no action regarding the waiver request. Sewage disposal and the method of access to the back lots remain as significant unresolved issues. Planning Commission agreed that the road would have to meet the Township specifications. Mr. Scott will submit a revised plan that will be sent out for review.
Richard F. Duffield, 1989 Beaver Hill Road, Chester Springs, submitted a preliminary plan for a 4-lot subdivision (Tier III) with one lot proposing to use an existing guesthouse as an accessory dwelling. Mr. Wideman will review the Zoning Ordinance regarding the accessory building. The plan will be sent out for review. Mr. Duffield will be on the June 21, 2001 agenda for further review.
Rick Guarini of the Hankin Group (Weatherstone) requested preliminary plan approval, Mr. Guarini’s attorney reviewed with the Planning Commission the review letters from Castle Valley Consultants, Gannett Fleming and CC Conservation District and feels they have complied with each and with the Conditional Use decision. The Planning Commission did not recommend preliminary plan approval, the Planning Module is incomplete, the Storm Water Quality plans from Biohabitats seem to be virtually the same as the March 6, 2001 review and the following issues still need to be addressed; Water Quality, detailed management plan for each basin. The Planning Commission will set up a work session to address these issues. A checklist will be prepared and reviewed at the work session. The work session will be held Thursday, June 14, 2001 at 7:30 p.m. at the Township Building.
Ray Gamble from Toll brothers presented a lay out of the Eagle Farms property in West Vincent and Upper Uwchlan Township. The property is east of Fellowship Road. 318 units are in our Township (92 carriage units, 64 estate homes and 162 single-family homes) and 234 units in Upper Uwchlan Township. There will be a central location for the recreation area.
Hoffman and Levin Partnership submitted two applications, one to Zoning Hearing Board and one for a Conditional Use to use the property at 915 Pottstown Pike (former Sunrise Restaurant) for a veterinary hospital. The Planning Commission made a recommendation to the Zoning Hearing Board to grant the setback variance. Vince Kling made the motion, seconded by Claire Quinn. All in favor.
The Planning Commission reviewed Robert Teichert application to construct a driveway in steep slopes. Vince Kling made a motion, seconded by Kate Damsgaard to make a recommendation to the Board of Supervisors to approve the application based on implementation in accordance with the applicant’s plan. All in favor.
Steven Siana owner of lot 17, Hunt Hill Road has more than 400 cubic yards of fill placed in steep slopes. Mr. Siana did not have conditional use approval before having this work done. The Planning Commission reviewed the application and Jean Warrick made a motion seconded by Claire Quinn to approve the application with the following condition: remove ALL fill unless an Engineer can provide the Township with assurance that the soil was properly placed or the fill was tested to indicate the soils long term stability. All in favor.
David Frame the operator of Eagle Machine submitted an application for a Conditional Use to install bulk mulch bins and to expand the use of the business. Claire Quinn made a motion, seconded by Vince Kling to the Board of Supervisors to approve the use with the following conditions: the use be limited to landscaping supplies (mulch, garden materials, soil and plants) and that no heavy equipment be sold or repaired. All in favor.
A draft of the Multimunicipal Planning Agreement from the Northern Federation has been distributed among the Township for review and comments. The next Regional Planning and Zoning meeting will be held Wednesday, May 30, 2001 at 7:30 p.m. at the Township Building.
Ken Miller informed the Planning Commission that Patrick McCabe attended the last Board of Supervisors meeting regarding Route 100 By-Pass and his property. Mr. McCabe wanted a confirmation from the Board that if and when the project is started there will be curb cuts to access properties along his property.
The minutes from April 19, 2001 meeting were unanimously approved.
