The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Karl Brachwitz and Township Manager Allen Heist. Kenneth and Janice Comstock, Mary Griffith, Robert Supplee, Esquire, David Frame, and Stephen Siana, Esquire were present to discuss the northern segment of the Route 100 By-Pass as it relates to the Griffith property. In summary, the Route 100 By-Pass Official Map, adopted in 1998, has not been revised; the Griffith property is zoned R2 residential; and any property owner who reserves a portion of the necessary right-of-way for the Route 100 By-Pass is entitled to density bonuses and incentives as described in the Zoning Ordinance. The Board will consider revisions to the official map when the Griffith family and adjacent property owners submit a mutually agreed upon plan.
As advertised for this date, bids were received and opened for Road Materials from the following contractors:
Bids will be reviewed by the Roadmaster and Township Manager; primary and secondary bids will be awarded on Monday, May 14, 2001.
Thomas Rice, Bartlett Lane resident, was present to discuss the status of the Wetherill Estates Water System and review his concerns pertaining to screening the water tank, water connection installation to allow Mr. Rice access to the water system, and compensation for damages. The Township has not accepted dedication of the Wetherill Water System and the Township Solicitor has advised that upon dedication of the water system, the Township does not inherit liability issues between Mr. Rice and Southdown Properties.
Township resident Thomas Draushak has offered to assist the Township Engineer with the Flowing Springs Road Bridge project; since Mr. Draushak is not a Township official, the Board will follow standard operating procedures.
Correspondence was received from Ann Orth, French and Pickering Creeks Conservation Trust, advising that the Trust was applying for a grant to purchase trail easements along the French Creek and requesting a resolution from the Board of Supervisors and letter of support from the EAC. The proposed project would cover properties from the Kennedy Covered Bridge area in East Vincent, run westward in West Vincent Township, and into South Coventry Township. The issue was tabled until Mrs. Perkin’s review of the request.
Roadmaster Kenneth Miller advised that dust suppressant would be applied to portions of Jaine Lane, St. Andrews Lane, Davis Lane, and Beaver Hill Road.
The Planning Commission has completed their review of the proposed zoning ordinance amendments; Board members will review the amendments at the May 21st administrative meeting.
Artist Al Derkas has offered to donate an unframed print of the Birchrunville General Store to the Township.
Manager Heist reported that the most recent amortization schedule of the Kimberton Sewer Loan projects pay-off of the twenty-year loan in September 2007, seven years ahead of the original schedule.
The Board unanimously acknowledged receipt of a conditional use application from Hoffman and Levin Partnership upon a motion from Mr. Brachwitz and second from Mr. Miller; the hearing will be held June 25, 2001. The applicants desire to use their property located at 915 Pottstown Pike (former Sunrise Restaurant) for a veterinary hospital under Section 1102B.9 of the Township Zoning Ordinance.
