ENVIRONMENTAL ADVISORY COUNCIL
MINUTES --
WEDNESDAY, MAY 2, 2001

 

ATTENDING: Chairperson Craig Hannafin, Vice Chairperson Pam Shillingford-Brown, Members Jim Wendelgass, Zoning Officer Robert Wideman and Township Manager Allen Heist.

 

The chairperson called the meeting to order at 9:10 a.m.

Minutes from the April 4, 2001 meeting were approved.

 

ADMINISTRATIVE:

 

The Planning Commission made a recommendation to approve Francis and Louis Vance application for a lot line change on 1912 Old Kimberton Road and a recommendation was made to approve the final plans for The Preserve at Birchrun (Laymen’s Home/Woodstone). The Planning Commission will review the Conditional Use applications for David Frame, Steve Siana and Robert Teichert at their May 17, 2001 meeting. Revised plans for Long Lane and Dawes Farm was submitted, the Township asked to have both plans combined. The plan proposes 9 residential lots on 48 acres of land located along Old Kimberton and Flint Road.  A representative for Toll Brothers will be at the May 17 meeting to present a sketch plan on the Ewing tract.

 

The Board of Supervisors will review their decision to paint the interior walls of the Evans farmhouse and rent it out due to cost of repairs. Zoë Perkins informed the EAC of the Paul W. and Shirley R. Pitcher decision which the Zoning Hearing Board does not feel is necessary to amend from its original decision. The EAC was informed that John Potter has closed the trail on his property for one (1) year so that he may establish grass, Mrs. Perkins will look into the matter.

 

The Cheater County Health Department is sponsoring thirty-five municipalities this spring in Regional Household Hazardous Waste Collection. Schedule is available in the Township office.

 

Kate Damsgaard submitted a letter to the Board of Supervisors asking the Township to participate in the County Challenge Program which proposes matching $5 million in northern Chester County to address the Vanguard project. The French and Pickering Creeks Conservation Trust is working with the County and will update the Board on new information.

 

The EAC will be sponsoring the dedication of the new Township Park, the picnic tables and trash cans are about to be put in place and Craig Hannifin has been working on the butterfly gardens, which then will be mulched.

 

West Vincent Land Trust is planning a party at the Scott's, at that time Mr. and Mrs. Scott will turn over their easement to the Trust. 

 

The EAC has no comments on the Erosion/Sedimentation Ordinance. Craig Hannafin made the following recommendations regarding Conditional Uses scheduled for June 4, 2001: Robert Teichert to be allowed to precede with his proposed driveway with the following conditions: the drainage off of the right side of the driveway between the house and the detention basin may need attention; David Frame be permitted to sell landscaping supplies; Mr. Siana’s storage of fill be immediately subject to proper stabilization and erosion control procedures including, but not limited to mulching, planting, and silt fencing, as required by ordinance.

 

There being no further business, the meeting was adjourned at 11:00 a.m.
