MINUTES -- MONDAY, APRIL 30, 2001

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:05 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Code Enforcement Officer Robert Wideman, and Township Manager Allen Heist.

Pine Drive resident Lorraine Hudome, was present to discuss the recent sale of a Pine Drive residence to Heritage House.  Code Enforcement Officer Robert Wideman did receive an inquiry from the potential buyer to confirm that the Township Zoning Ordinance met federal regulations pertaining to group homes.  The ordinance defines family as “any number of individuals related by blood, marriage, or adoption, including foster children under the care of foster parents and handicapped individuals in a group home, or not more than five (5) unrelated individuals…..”.  Mrs. Hudome will contact the real estate agency and Heritage House for additional information.

 

Manager Heist reported on the following Township Park issues: 

  • Mulch will be ordered for the Butterfly Gardens.
  • Robert Wideman will prepare and review the Tot Lot maintenance schedule with David Gottier, Park Maintenance worker.
  • A picnic table and trash container installation plan has been reviewed and approved by the EAC and Road Crew.
  • Manager Heist will check on the status of the PennDOT permit for the Conestoga Road park entrance.
  • The EAC will discuss a formal dedication ceremony of the Township Park at their May 2nd meeting.
  • Manager Heist will notify the youth athletic leagues of the additional parking lot off Malehorn Road.

Toll Brothers, Inc. is scheduled to attend the May 17th Planning Commission meeting to initiate the Five-Step Design Process for residential subdivision of the Ewing Property, Eagle Farms Road.

 

In response to a proposal received, Manager Heist will notify Klein and Hoffman to begin the permit application process for the Flowing Springs Road Bridge.

 

Manager Heist will draft a letter to St. Stephens Greene residents requesting that they read their inside water meter in conjunction with the outside meter reading to determine discrepancies. 

 

Roadmaster Kenneth Miller will compile a road segment listing for dust suppressant application scheduled for the first week of June.

 

David MacElree reported that several St. Stephens Greene homeowners have asked him to spray the grass in the vicinity of the Water Plant to prevent weed and dandelion growth; the Board approved an expenditure of approximately $100 from the St. Stephens Greene lawn care budget.

 

Plans must be submitted to PA Labor and Industry prior to rental of the Farmhouse, St. Matthews Road; potential renovations include exit lights, ramp, and installation of a wall in the furnace area.  The Board will discuss the future Township Building at their regular meeting May 14th.

 

Chairman Miller asked the status of the Wetherill Estates Water System; there has been no response to Manager Heist’s phone calls from Richard Sudall, Southdown Properties or the Homeowners Association pertaining to the budget.

 

PennDOT has indicated approval for installation of a “stop” sign with an “except right turn” sign for southbound traffic on Hollow Road at School House Lane.  Improved (40”x48”) “intersection” and “curve” signage will be installed on Conestoga Road at South Chester Springs Road. Design plans for the 26’ wide South Chester Springs Road Bridge will be completed in June.

 

Hoffman and Levin Partnership has submitted a conditional use application and Zoning Hearing Board application for relocation of the Veterinary Hospital from Black Horse Road to 915 Pottstown Pike (the former Black Horse Restaurant).
