PLANNING COMMISSION

MINUTES -- THURSDAY, APRIL 19, 2001

 

ATTENDING: Vice Chairman Kate Damsgaard, members Vince Kling, Claire Quinn, Wheeler Aman and Zoning Officer, Robert Wideman.

Vice Chairman Kate Damsgaard called the meeting to order at 7:40 p.m.

 

SUBDIVISIONS/LAND DEVELOPMENT:
 

The Planning Commission reviewed the following letters for The Preserve at Birchrun (Laymen’s Home/Woodstone). Castle Valley Consultants’ letter addressed the Conservation Easement, Greenway Ownership and Maintenance Standards, Studies and Reports and permit approvals. Commonwealth Engineers, Inc letter addressed revisions made to the plan regarding the permanent stormwater management basin from wet basin to a dry basin. A letter was received from Mark Jennion a resident on Pine Drive which the Planning Commission reviewed with Mr. Jennion, Mr. Bachich and Mr. Beideman. They agreed that the Open Space adjacent to Mr. Jennion’s property will be mowed six (6) times a year, and they agreed on the location and style of gate. Claire Quinn made a motion and was seconded by Wheeler Aman to make a recommendation to approve The Preserve at Birchrun final plan. All in favor.

 

Mr. Wideman informed the Planning Commission of revised plans submitted for the Long Lane and Dawes Farm, The Township asked that both subdivisions be combined, the plan proposes 9 residential lots on 48 acres of land located along Old Kimberton & Flint Road. Castle Valley Consultants, Inc review letter addressed the driveway issue which will be reviewed at the May 17, 2001 meeting. The revised plan has been sent out for review.

 

The Francis and Louis Vance application for a lot line change on 1912 Old Kimberton Road has received all review letters and Vince Kling made a motion and seconded by Claire Quinn to make a recommendation to approve the Form B wavier and to grant approval to the Vance’s for the lot line change. All in favor.

 

An engineer from D&H Engineering was present with a sketch plan for lot 14 of Cotswold Estates (Wyndemere Lake Drive). Mr. Wideman offered to meet with them to review their options regarding subdividing this property.

 

The Planning Commission had no additional comments or changes to the Ordinance Amendments. Vince Kling made a motion seconded by Wheeler Aman to send the changes to the Board of Supervisors for approval. All in favor.

 

The Zoning Hearing Board met on Aril 18, 2001 for Daniel and Craig Hannafin of 2144 Flowing Springs Road. They were granted a dimensional variance from the front yard setback to construct a garage 15’ from the road right of way. All testimony was heard for the Cindy Clark Zoning Board hearing application. A decision may be given on April 26, 2001 before the Fleck Zoning Hearing.   

 

The Township proposes to lease the first floor of the former Evans farmhouse for professional office use. A conditional use hearing is scheduled for May 14, 2001 at the Township Building at 7:30 p.m. Proposed conditions for the professional office use are as follows: 1. Hours of operation shall be between 6:00 a.m. – 7:00 p.m. Monday-Saturday 2.There shall be no more than four (4) full time and two (2) part time employees 3. There shall be no outdoor storage of equipment. 4. No trucks in excess of 1 ton shall be housed on the site. 5. There shall be no more than one (1) sign not to exceed four (4) square feet 6. There shall be no outdoor light other than customer safety lighting. Vince Kling made a motion seconded by Claire Quinn to recommend approval of the Conditional Use application for West Vincent Township, the condition # 1(Hours of operation) is removed and no hours designated. Kling and Quinn in favor, Aman opposed.

 

The Planning Commission will review the following conditional use applications at their May 17, 2001 meeting. Robert L Teichert of Sawmill Road is requesting construction of a driveway and cuts of 2:1 within precautionary and prohibitive slope district. David Frame of 1001 Pottstown Pike is requesting that he be able to sell landscaping supplies, a third use at the property. Stephen V. Siana application for a conditional use is for maintaining fill on lot without further grading or disturbance until house grading performed by new owner. All three hearings are scheduled for June 4, 2001.

 

Under new business Vince Kling made a motion seconded by Wheeler Aman that all plans and other documents must be received seven (7) days prior to a Planning Commission meeting in order to be considered for discussion at that meeting. They recommended a call be made one week prior to the meeting for those wishing to be on the agenda. All in favor.

 

The minutes from the March 15, 2001 meeting were unanimously approved.
