MINUTES -- MONDAY, APRIL 16, 2001

 

The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:12 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins and Township Manager Allen Heist.

Richard Duffield, Beaver Hill Road, was present to request that the Board consider an amendment to Zoning Ordinance Section 2215 pertaining to pipeline setbacks proposing a set back minimum of fifty (50) feet from any pipeline for all new buildings housing a human activity; the current ordinance designates a set back minimum of fifty feet from any pipeline right-of-way which transports a flammable or explosive material, either existing or proposed.  The suggested amendment will be forwarded to the Township Engineer for review.

 

In reviewing the Zoning Ordinance and Subdivision and Land Development Ordinance provision regarding land set-asides for public recreational use and the “fee-in-lieu” alternative, the Board will pursue the idea of the fee implemented at building permit issuance.  Applicants for new residential developments are required to set aside 5,000 sq. ft. of land for each proposed new dwelling unit for recreational land.  The applicant may offer to pay a fee to the Township in lieu of any recreational land set-aside; all fees collected are used for the acquisition of open space land or capital improvements for open space and park and recreation purposes. 

 

Manager Heist will look into the percentage and breakdown permitted by the State for real estate transfer tax; the Township and School District currently receive ˝% each and the State receives 1% of the 2% real estate transfer tax.

 

The Board authorized Manager Heist to advertise for adoption the Park Rules and Regulations Ordinance and Snow Emergency Ordinance.

 

Code Enforcement Officer Robert Wideman will be asked to look into a potential multiple use conducted on the Top of the Hill Beverage property, Pottstown Pike.
