The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Karl Brachwitz, Township Manager Allen Heist, and Township Engineer Craig Kologie. Richard Sudall, Southdown Properties, Inc., was present to request that the Board consider accepting dedication of the Wetherill Estates public improvements this morning and the dedication of the water system Monday, March 26th. Outstanding punchlist items are complete and Southdown agrees to the following outstanding issues:
As a follow-up to last week's site visit, Manager Heist and Mr. Kologie advised of the following outstanding maintenance items: a couple valve boxes need to be elevated; the stop sign on N. Iroquois Lane and Bartlett Lane needs to be relocated closer to the intersection; and two trees on the berm at the access road need to be removed. Mr. Sudall agreed to complete these items and also indicated that all outstanding issues with homeowners have been completed. Solicitor Greenwood will be asked to review Southdown Properties Inc. letter dated March 15, 2001 regarding dedication issues and the matter was tabled until the March 26, 2001 meeting date.
A letter will be sent to Wetherill Estate homeowners regarding the water system dedication and proposed water rates to be discussed at the March 26th meeting. The proposed rates will be based upon water usage and a separate charge for capital reserve totaling approximately $53.50 per month.
Allen Cleaver, Fire Chief of Ludwigs Corner Fire Company, was present to submit and review his 2000 Year End Report pertaining to fire prevention activities, training, QRS, equipment, and manpower. The Fire Company's primary areas of concern include:
· Replacement of 1984 Ford Engine · Purchase of a Thermal Imaging Camera; fund raising activities are planned · An aerial type of apparatus to access the proposed two-story townhouses, office buildings, and shopping center on the Hankin Tract in the event of an emergency. Costs for this type of apparatus start at $400,000. · Manpower, especially Monday through Friday during working hours – requests the Board to consider a paid daytime two-man crew in the near future.
West Vincent Township will proceed with a conditional use application to accommodate a professional office use on the former Evans' property, 729 St. Matthews Road.
Township Engineer Craig Kologie reported on the following:
Mr. Brachwitz suggested limiting the Agricultural Security Area to production agriculture properties; Mr. Miller agreed. The issue will be discussed further upon receipt of the next application.
The Snow Emergency Ordinance and Resolution were reviewed and approved for advertising; the towing companies referenced in the resolution will be contacted.
A draft Ordinance establishing an electrical code was reviewed; Section 4 B. "premises to be open" and references to a separate permit will be deleted. The Ordinance was approved for advertising as corrected.
Filter sand proposals for the St. Stephens Greene Sewer Plant project were received as follows:
Unifilt Corporation Semi-bulk Containers – 140 Tons $ 9,700 Unifilt Corporation Bulk form – 135 Tons $11,000 Ricci Bros. Bulk form – 140 Tons $ 5,685
The Board approved the Ricci Bros. Sand Company, Inc. proposal. Manager Heist was asked to confirm the use of a tri-axle straight body truck for delivery; in doing so, the quote was reduced to $5,530.
A draft letter to the St. Stephens Greene HOA regarding plant operator costs was reviewed and approved for sending as corrected. A proposal was received from American Water Services for a comparable level of service totaling $10,140 per year; our current contract with the plant operator costs $7,730 per year for the water system.
Mr. Miller reported that the road crew would be renting a grader from C.T. Cox Inc. for $40/hour; in the event the Township decides to purchase the grader, rental monies will be deducted from the purchase price of $8,000.
