The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:15 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist, Township Solicitor Allan Greenwood, Township Code Enforcement Officer Robert Wideman, and Township Building Inspector Byron Law. Building Inspector Byron Law was present to discuss setting up an exclusive electrical inspection agency for the Township. Currently the electrical contractor for the job contracts an electrical inspection agency; however, a number of building project use and occupancy permits have not been issued due to lack of final electrical inspections resulting in extra follow-up work for the Township Building Inspector. Requests for proposals for an exclusive electrical inspection agency were sent to six companies; three proposals for professional services were received from Commonwealth Code Inspection Service Inc., American Inspection Agency, Inc., and Guardian Inspection Services and upon review of the proposal submissions and references Mr. Law recommended that the Board consider enlisting the services of Guardian Inspection Service, Inc. of Downingtown. Manager Heist will review Ordinance No. 103, adopting the 1999 BOCA Code to confirm reference to the current National Electrical Code and draft a resolution naming an electrical inspection agency.
John Bachich was present to request that the Operation and Maintenance Agreement for the Woodstone Development sewage system be forwarded to DEP; Solicitor Greenwood advised he is satisfied with the agreement. A unanimous motion was made by Mrs. Perkins, seconded by Mr. Miller, to authorize Board signature of the Agreement. Mr. Bachich will deliver a final copy of the agreement this afternoon.
Code Enforcement Officer Robert Wideman reported on a number of zoning violations throughout the Township and will prepare written notice to the Board describing the violations and requesting direction regarding enforcement. The issue will be discussed at the March 12th meeting.
Mr. Wideman has received one proposal for replacement sand for the filter beds at the St. Stephens Greene Sewer Plant; additional proposals have been requested.
An executive session was held regarding real estate matters pertaining to a group home use (Section 2208 of the West Vincent Township Zoning Ordinance).
Manager Heist was authorized to advertise for adoption the Snow Emergency Ordinance.
A draft letter to the Wetherill Estates Homeowners Association regarding projected water rates and improvement dedication was reviewed; the H.O.A. will be asked to advise the Board of any outstanding issues and concerns prior to the March 26th meeting. The letter was approved for sending.
Solicitor Greenwood reported reviewing Wetherill Estates documentation concerning the connection of the second well and the 15% maintenance bond and is preparing a response letter to Southdown’s attorney.
The Board reviewed a draft letter to Coventry Little League and GEYA relating to the use of the Township Park fields for the spring season (March 5th – June 30th); the letter was approved for sending. Mrs. Perkins asked the status of renovating the Conestoga Road entrance and parking lot and removal of signs; the Township is waiting for PennDOT’s approval on the revised permit.
The Zoning Hearing Board has scheduled a hearing for the Clark and Hannafin applications on Wednesday, March 28th, which conflicts with a previously scheduled Regional Planning and Zoning Meeting. The Zoning Hearing Board will be asked to relocate to the Ludwigs Corner Fire Company.
Solicitor Greenwood indicated that liens on the properties participating in the Kimberton Sewer Construction Loan Program would be filed today; the Township will absorb legal fees and lien filing costs ($29.00 each).
The Board reviewed draft correspondence to PennDOT regarding lack of response or acknowledgement to requests for studies of safety issues forwarded June 5, 2000 and September 12, 2000 and subsequently forwarded in October and December 2000; the letter will be sent.
There being no further business, the meeting was adjourned at 10:15 a.m.
