The administrative meeting of the Board of Supervisors, held in the Township Building was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist, and Township Engineer Craig Kologie. Mrs. Perkins distributed two sample Dog Ordinances, which were received from Township resident Jason Phillips.
Township Engineer Craig Kologie reported on the following:
Manager Heist reported that the Planning Commission is reviewing proposed Zoning and Subdivision and Land Development Ordinance amendments and should conclude the review in March.
A sample Snow Emergency Ordinance was distributed for review; Manager Heist will request a copy of the Uwchlan Township Snow Emergency Ordinance.
Since the Flowing Springs Road Bridge is closed, the road crew inquired if the Board would like them to replace the stone arch bridge with a pipe at this time. The stone arch bridge, which supplies relief for the water overflow from the closed bridge, is in deteriorating condition. Manager Heist will forward a letter to the adjacent property owners (Ward and Johnson) soliciting comments.
A draft letter to the homeowners involved in the Kimberton Sewer Construction Loan Program was reviewed; the Board is considering imposing liens on each property still participating in the loan program. Chairman Miller suggested that the letter also address the potential consequences related to the issue of nonpayment of the loan by a property owner prior to property transfer or the property buyer’s refusal to pay the loan. This issue will be discussed at the February 26, 2001 regular meeting.
As a follow-up to Ridge Fire Company’s inquiry regarding the reduction in their year 2000 financial support, an error was found in the contribution computation formula; a check will be sent to Ridge Fire Company in the amount of $2750, resulting in a yearly contribution of $8250. Based on the Township Engineer’s review of the fire company service territories, the 2001 distribution will be revised per population served. (Ludwigs Corner Fire Company – 68%; Kimberton Fire Company – 24%; and Ridge Fire Company – 8%)
Manager Heist will contact Solicitor Greenwood to determine the proper procedure to correct an error in a line item of the adopted 2001 Budget prior to making adjustments in the capital reserve and highway construction expenditures to maintain a balanced budget.
