ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate Damsgaard, members, Vince Kling, Clair Quinn, Wheeler Aman, Jean Warrick and Township Manager Allen Heist. Chairman Jim Wendelgass called the meeting to order at 7:40 p.m. There will be a Regional Planning/Zoning meeting on Wednesday, February 28, 2001 at 7:30 p.m. at the Township building. SUBDIVISIONS/LAND DEVELOPMENT: Mr. Lynch submitted revised plans for the three lot subdivision on 9 acres on the north side of St. Matthews Road, Mr. Wideman met with Pat Lynch on site to discuss the driveway, several waivers are needed regarding its conversion to a driveway in steep slopes. The planning module has been passed on to DEP for final review. Jeffery C. Duffy submitted an application for a lot line change on lot #2 on Wyndemere Lake Drive of Cotswold Estate subdivision. The requested change to the Final Subdivision Plan is to modify the lot line change by approximately forty feet between the barn and the remaining vacant lot owned by the developer. The change in the lot line will allow the redevelopment of the barn property. Kate Damsgaard made a motion and was second by Vince Kling to make a recommendation to approve the Jeffery C. Duffy lot line change. All in favor. Dave Beideman was present on behalf of Woodstone Development Company, Inc. (Layman’s Home) to discuss the draft Conditional Use decision regarding stabilizing the final grade within steep slopes with grass sod. Mr. Bachich would like to use a erosion control blanket method, Mr. Wideman supports the decision, which requires sod on the slopes of 25% or more. The Planning Commission would not make a recommendation at this time, more information was needed. There was discussion regarding the Fee In Lieu of Fiscal Study. A motion was made by Clare Quinn and second by Jean Warrick to recommend that the Fee In Lieu is rejected and a Fiscal Study be done. Wendelgass, Damsgaard, Kling, Quinn and Warrick were all in favor: Wheeler Aman was opposed. PLANNING/ZONING: The Zoning Hearing Board will meet on Thursday, February 22, 2001 regarding Paul and Shirley Pitcher to hear additional information. Mr. Pitcher’s engineer and wetland specialist will be present for additional testimony. A Zoning Hearing Board application was submitted for Dale and Sylvia Fleck at 1954 St. Matthews Road, the application is for a variance to continue his use of the storage garage in support of his paving and excavation business. This has been forwarded to the Zoning Hearing Board solicitor. The Planning Commission will review at the March meeting. Daniel and Craig Hannafin of 2144 Flowing Springs Road submitted a Zoning Hearing Board application to construct an accessory building , the applicant is requesting relief from Section 2603 B of the Zoning Ordinance. This has been forwarded to the Zoning Hearing Board solicitor. The Grading Ordinance will be reviewed at the March 15, 2001 meeting after comments are returned from Castle Valley and Allen Greenwood. If any members have additional questions or comments regarding the Zoning Amendments they will also be discussed March 15. No new business. The minutes from January 18, 2001 meeting were approved. The meeting was adjourned at 9:45 p.m. The next meeting will be held Thursday, March 15, 2001.
