ATTENDING: Chairperson Craig Hannafin, Members Jan Beale, Jim Wendelgass and Peter Moscufo; Supervisor Zoe Perkins and Township Manage Allen Heist. The chairperson called the meeting to order at 9:10 a.m.
ADMINISTRATIVE: The Planning Commission reviewed the Conditional Use for Woodstone Development Inc., a decision will be made at the February 26, 2001 Board of Supervisors meeting and they reviewed the Part 2 NPDES sewage permit application. Rick Guarini (Weatherstone Development) was present to review the letters from Gannett Fleming regarding the Highway Improvement Plan and the DEP letter for the Planning Module.
The Board of Supervisors and the Township solicitors have met regarding the Griffith property, 124-acre parcel on Route 100, north of the Hankin project. Letters have been sent to Mr. Polay pertaining to the extraction of water from his property, Section 608.1 (f) of the Municipalities Planning code does not justify the undertaking of such water withdrawals. This matter will further be discussed with the Township solicitor.
The EAC will announce at the end of the month if there will be a March meeting due to scheduling conflicts.
MAIL: Mr. Wideman has met with Columbia Gas Transmission, they will be resuming earth disturbance activities (replacing the cable) in the spring. The application from Columbia Gas Transmission for a road occupancy permit for fiber optic installation along Shedder Mill Road is still being reviewed.
Camphill Village has formalized the Environmental Initiative program. They have received grant money to restore the stream banks. Seniors from a local high school have been to a Township meeting to present a report on there recent work completed on the stream bank fencing project on the Camphill property.
Green Valleys Association is asking the Township for a letter of support, they are starting to prepare the applications for phase II of the Slaughter House Project.
The EAC will inform the Board that the EAC is in favor of this project and it has its full support.
REPORT: Coventry Little League has submitted a letter requesting use of the Township Park ball fields in the spring, this will be on the February 12, 2001 agenda for the Board of Supervisors meeting. There was discussions regarding the butterfly gardens, erosion control and maintances of the beds, Craig Hannafin will make calls to Camphill Village, the Boy Scouts and the high school. The signs have been ordered and the Township is awaiting the release of the county grant money. The signs in the parking area will be removed as soon as approval from PennDOT is given.
West Vincent Land Trust had been working on a map to show open space in the area. Mrs. Perkins will continue to work with landowners to preserve their land.
Mr. Heist has drafted a Grading Ordnance (controlling soil erosion, sedimentation and grading), which has been sent out for review.
SUBDIVISIONS: The EAC has already made comment on the landscape plan for Woodstone Development on a whole, but Peter Moscufo will review Castle Valley’s letter and make specific comments on the location of street trees relative to the road and the utilities.
Jeffrey C. Duffy submitted an application for a lot-line change at 35 Wyndemere Lake Drive, Chester Springs.
