Nicholas Travaglini, 1377 Green Lane, was present to discuss the steel guiderail recently installed at Green Lane and Flowing Springs Road and request the Board to consider altering the installation by taking a more sensitive, natural approach such as replacing the embankment or the use of boulders or wooden materials to maintain the rural ambiance and character of the Township. Chairman Miller indicated that the installation was in accordance with PennDOT standards, insurance company safety regulations, and as recommended by the Township Engineer, Township Traffic Engineer and the contractor. The Board will review the issue. Manager Heist has prepared and distributed a draft decision for the Woodstone Development Company, Inc. conditional use application for review by the Board and Township Solicitor; the draft decision will be forwarded to applicant John Bachich, John Good Esquire, and the parties to the hearing for their review and comment prior to the February 26th hearing. The Employee Manual will be amended to include four personal days per year (an increase of two days) for full-time employees in lieu of additional paid holidays. The Township currently observes eight holidays – New Year’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, General Election Day, Thanksgiving Day, and Christmas Day. West Vincent Township will host an Outreach Office for Congressman Curt Weldon on Monday, February 12th and Wednesday, February 14th. Mrs. Perkins reported that a draft copy of the Township Newsletter would be available next week. A joint meeting of member municipalities of the Northern Federation and other neighboring municipalities regarding regional planning and zoning issues will be held on Wednesday, January 31 at 7:30 p.m. at the Township Building. A number of complaints have been received recently regarding barking dogs; Manager Heist will draft an ordinance for the Board’s review addressing this issue. As a follow-up to a request from the St. Stephens Greene Homeowners Association to explore options to reduce water rates for the St. Stephens Greene Water System, Manager Heist reported that a proposal for operation has been received from American Water Companies; to date, Philadelphia Suburban Water Company has not responded.
