Correspondence: The West Vincent Township Board of Auditors held their reorganization meeting on Wednesday, January 3, 2001. Mrs. Veronica Montieth was elected Chairman and Mrs. LuAnn McCoy was elected Secretary for the 2001 calendar year. Compensation for Township Supervisor’s work, vehicles, and equipment on Township roads and business was fixed as follows: Roadmaster’s Salary, $14,000.00; when employed as laborer, $15.00/hr.; when employed as superintendent, $16.00/hr.; use of car or truck, 34.5 cents per mile; and use of chainsaw, $9.00/hr. Information regarding proposed road widening and resurfacing projects in Chester County was received from PennDOT. The following Summer 2001 resurfacing projects are proposed in West Vincent Township:

Development/Zoning: An agreement for subdivision review extension to February 28, 2001 for The Hankin Tract (By-Right) subdivision was acknowledged with a motion from Mr. Brachwitz and second from Mrs. Perkins; the motion carried unanimously. The Board unanimously acknowledged receipt of a subdivision extension agreement for The Hankin Tract (Weatherstone) subdivision extending review time to February 28, 2001 upon a motion from Mrs. Perkins and second from Mr. Brachwitz. Solicitor Greenwood reported that copies of the Horseshoe Farms Deed of Easement, Resolution, and Deed of Dedication has been forwarded to the Homeowners Association and the attorney for First Union National Bank. John Bachich, Woodstone Development Company, was present to request the Board to consider approval of the Laymen’s Home Missionary Movement (Woodstone) Part II Planning Module and authorize forwarding the document to DEP for review. The West Vincent Township Planning Commission and Township Engineer have recommended approval. Manager Heist indicated that the Operation and Management Agreement between the Township and the developer has not been finalized. A motion was made by Mr. Brachwitz to authorize forwarding the Woodstone Part II Planning Module to DEP for review conditioned upon acknowledgment that the Board of Supervisors is not committed to a final Operation and Management Agreement; Mr. Bachich agreed to the submission of the Part II Planning Module prior to finalization of the agreement. The motion was seconded by Mrs. Perkins and carried unanimously. Old Business: Mr. Brachwitz reviewed Ordinance No. 106-2001, as advertised in the Daily Local News on January 14, 2001, restricting speed in excess of 35 m.p.h. on School House Lane, between Flowing Springs Road and St. Matthews Road; restricting speed in excess of 25 m.p.h. on Dewees Lane, between Conestoga Road and Horseshoe Trail; restricting speed in excess of 20 m.p.h. on Black Horse Road, between Pottstown Pike and Conestoga Road; and restricting speed in excess of 20 m.p.h. on St. Andrews Road, between Conestoga Road and Upper Uwchlan Township line. A motion was made by Mr. Brachwitz, seconded by Mrs. Perkins, to adopt Ordinance No. 106-2001; the motion carried unanimously. Chairman Miller reviewed Resolution 7-2001, establishing a public records policy and procedure for release of public records as set forth in the Right to Know Law of 1957, as amended, and the following additional provisions: 1. The Township Secretary shall be designated as the Custodian of Township Records. 2. Fees to reimburse the Township for filing, research, reproduction and other costs related to the viewing or release of public records shall be as established by a fee schedule adopted by resolution by the Board of Supervisors. 3. Minutes of township meetings shall not be defined as “public records” until adopted by the appropriate body. Solicitor Greenwood suggested provision number two be revised to read, “…..release of public records shall be as have been or as will be established…”. A motion was made by Mr. Brachwitz, seconded by Mrs. Perkins, to adopt Resolution 7-2001 as corrected. Jane Vasile questioned the availability of Township resident mailing lists to non-profit organizations; this issue will be addressed by the Board on an individual request basis. Unapproved minutes will be uploaded on the West Vincent Township web site (www.westvincenttwp.org) and Manager Heist will draft an amendment to the fee schedule to include computer diskettes, e-mail copies, and an annual subscription service for meeting minutes. The motion to adopt Resolution 7-2001 carried unanimously. A quotation of $65.00 per sign was received from H.A. Weigand, Inc. for two “Park Rules and Regulations” signs to be posted at the Township Park Route 401 and Malehorn Road entrances. The 24”x 30” green signs will be printed with white letters. A motion was made by Mr. Brachwitz to approve the purchase of two signs from H. A. Weigand at a total cost of $130; the motion was seconded by Mrs. Perkins and carried uananimously. Correspondence was received from Comcast Cable Communications, Inc. advising that West Vincent Township is scheduled for network upgrade completion by June 2001, which will deliver internet access through cable modem service to Township residents. Manager Heist and Mrs. Perkins will attend the annual Spring Convention of the Chester County Association of Township Officials on Thursday, March 1st at 8:30 a.m. at the Lionville Best Western. Chairman Miller announced that an executive session was held Wednesday, January 17, 2001 regarding real estate matters pertaining to the Clyde Griffith Property.
