The Chairperson called the meeting to order at 9:05 a.m. ADMINISTRATIVE: The Planning Commission reviewed the waivers needed to proceed with Weatherstone Development preliminary plan. A motion was made to grant the waivers on the recommendation of the Township Engineer. Laymen’s Home (Woodstone Development) has a Conditional Use hearing set for January 15, 2001. Revised plans have been submitted regarding the impact to the steep slopes and the design to minimize the extent of earthwork within the steep slopes. A representative from the St. Stephens Greene Association was present to inform the Planning Commission of their work with the Board of Supervisors exploring options to reduce the water rates. The Board of Supervisors are addressing the same issues as the Planning Commission. They held their reorganization meeting Tuesday, January 2, 2001. Zoe Perkins will remain the liaison for the EAC. Green Valleys Association Watershed Council holds a monthly meeting the last Thursday of the month for EAC members and Township officials, which Laura Hardt attended in December. This month the speaker addressed 4 streams, one being Valley Creek. Laura feels this is very educational and has asked the EAC to share in the involvement of these meetings. MAIL: There will be a

office. REPORT: Mr. Polay has informed the Township that he will begin removing water from his property immediately; based on recent amendments to the MPC. This matter has been turned over to our solicitor. St. Stephens Greene water system is in violation of filing the consumer confidence report for 1999. Castle Valley is aware of the problem and has taken care of this matter. The Trail Plan has been presented to the Board of Supervisors, they have asked the EAC and trail committee to continue to work on the project. The committee will contact property owners in hopes to connect the missing links of the trail. Mr. Heist drafted a copy of the proposed rules and regulations for the Township Park which the EAC reviewed, The entrance signs will include the name “Andrew” and will be put in place at Rt. 401 and Malehorn Road. Laura Hardt has been reviewing the plan to add buffers to the wetland to make them more maintenance free, she will present her plan at the February 7, 2001 meeting. Zoe Perkins informed the EAC of the West Vincent Land Trust informational brochure will be coming out early this year, this is sponsored by The Natural Lands Trust. SUBDIVISIONS/LAND DEVELOPMENT: Mr. Lynch submitted a revised set of plans for the three-lot subdivision on 9 acres on the north side of St. Matthews. The EAC made a recommendation regarding the shared driveway, Mr. Wideman disagrees with the EAC recommendation and explained in a memo to the Board of Supervisors. Mr. Wideman will be meeting with Mr. Lynch to address the concerns of the driveway, septic system and stormwater controls. The EAC has be given a copy of the revised plans for Woodstone Development (Laymen’s Home) to review and will they make a recommendation for the January 15, 2001 conditional use hearing. Claude Nash and Gayle Hammond of Beaver Hill Road have submitted a lot-line plan and application. The plan has been sent out for review. The meeting was
