TUESDAY, JANUARY 2, 2001

 

The yearly reorganization meeting of the Board of Supervisors was called to order by acting Chairman, Solicitor Greenwood, at 7:30 p.m.  Others in attendance were Supervisors Kenneth Miller, Karl Brachwitz, and Zoë Perkins; and Township Manager Allen Heist.  Mr. Greenwood asked for nominations for Chairman of the Board of Supervisors.  Mr. Brachwitz nominated Kenneth Miller as Chairman; it was seconded by Mrs. Perkins and carried unanimously.  The meeting was turned over to Chairman Miller.  Mr. Miller nominated Mr. Brachwitz for Vice Chairman of the Board of Supervisors; the nomination was seconded by Mrs. Perkins and carried unanimously.

Administrative Meetings – Held on the 1st, 3rd, and 5th Mondays (except holidays) at 8:00 a.m.

 

Solicitor Greenwood noted that since the contract with McBride Shopa & Company for Treasurer services has not been finalized, the Treasurer appointment would be made at the January 8th regular meeting.  Mrs. Perkins moved to adopt the 2001 appointments, wages, and meeting dates and times as read; the motion was seconded by Mr. Brachwitz and carried unanimously. 

 

In other business, Mrs. Perkins made a motion to readopt the West Vincent Township Disaster Operations Plan; the motion was seconded by Mr. Brachwitz and carried unanimously.  Mrs. Perkins moved to readopt the West Vincent Township Radiological Emergency Response Plan for incidents at the Limerick Generating Station; the motion was seconded by Mr. Brachwitz and carried unanimously.

 

A motion was made by Mr. Brachwitz, seconded by Mrs. Perkins, to adopt Resolution #1-2001, establishing the real estate tax rate of .49 mills for general township purposes; the motion carried unanimously.

 

A motion was made by Mr. Brachwitz to renew the Employment Agreement of January 2, 2001 between the Township and Allen G. Heist; the motion was seconded by Mrs. Perkins and carried unanimously.  Mr. Brachwitz moved to adopt Resolution #2-2001, setting 2001 compensation for Allen G. Heist, Township Manager, in the amount of $52,500.00, in accordance with the Employment Contract of January 2, 2001.  The motion was seconded by Mrs. Perkins and carried unanimously.

 

Mr. Brachwitz moved to adopt Resolution #3-2001, establishing the areas of responsibility for police, fire, rescue, and ambulance service in the Township.  The motion was seconded by Mrs. Perkins and carried unanimously.

 

A unanimous motion was made by Mr. Brachwitz, seconded by Mrs. Perkins, to adopt Resolution #4-2001, which specifies the schedule of sewer user rates to be charged to customers of the West Vincent Township Sanitary Sewer System at St. Stephens Greene.  Mr. Brachwitz moved to adopt Resolution #5-2001, which specifies the schedule of water user rates to be charged to customers of the West Vincent Township Water System at St. Stephens Greene; the motion was seconded by Mrs. Perkins and carried unanimously.  Manager Heist indicated that copies of the budget and resolutions have been sent to the St. Stephens Greene homeowners for review.  While the monthly base rates for the capital reserve funds remained the same, the water service charges were decreased and sewer service charges were increased resulting in a net monthly payment decrease of approximately $6.00.

 

A motion was made by Mr. Brachwitz to adopt Resolution #6-2001, establishing a fee schedule for use in conjunction with the Township Building Code, Plumbing Code, Zoning Ordinance, Subdivision and Land Development Ordinance and other services rendered by the Township; the motion was seconded by Mrs. Perkins and carried unanimously.

 

Mr. Brachwitz moved to accept the Engineering/Planning Services Agreement, 2001 with Castle Valley Consultants, Inc.; the motion was seconded by Mrs. Perkins and carried unanimously.

 

As a follow-up to the December 26, 2000 Board meeting, Richard Guarini of The Hankin Group was present to request action on the three proposed waiver requests not specifically covered by the Conditional Use Decision but reasonable related to implementation of the approved site plan.  Mr. Brachwitz moved that the Board of Supervisors grant the waivers requested for the Weatherstone Subdivision of The Hankin Group as reflected in and subject to the conditions of the letter of 1-02-01 of Richard Guarini, P.E. to Allan B. Greenwood, Township Solicitor.  The motion was seconded by Mrs. Perkins and carried unanimously.

 

There being no further business, Mr. Brachwitz moved that the reorganization meeting be adjourned; the motion was seconded by Mrs. Perkins and the meeting adjourned at 7:56 p.m.  An executive session was held regarding real estate matters pertaining to Columbia Transmission.
