ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate Damsgaard, Members Wheeler Aman, Clare Quinn, Jean Warrick and Zoning Officer Robert Wideman.
Chairman Jim Wendelgass called the meeting to order at 7:40 p.m.
Two Planning Commission members terms are up at the end of the month, Kate Damsgaard made a motion, seconded by Clare Quinn to reappoint Jean Warrick and Wheeler Aman to serve another term, both excepted, all in favor.
SUBDIVISIONS:
Rick Guarini of the Hankin Group was present to review the three waivers needed to proceed with Weatherstone Development preliminary plan. The waivers that they are asking for are vertical curve length, driveway clear site triangles and site grading. Kate Damsgaard made a motion, second by Clare Quinn that approval of the waivers be granted on the recommendations of the Township Engineer and that speed limits are considered in the residential areas. All in favor, Jean Warrick would like to get an interpretation of Section B from Frone Crawford first before approval of Section B.
A memorandum from Robert Wideman regarding Laymens Home (Woodstone Development) conditional use hearing set for January 25, 2001 was reviewed, it is Mr. Wideman’s opinion that improvements to the plan could reduce the impacts to the steep slopes. The applicant should revisit the design to minimize the extent of earthwork within the steep slopes. The Planning Commission recognizes disturbance and recommends adherence to the Township Engineers, Conservation District and Best Management Practices. A motion was made by Wheeler Aman and second by Jean Warrick. The motion was passed except for Kate Damsgaard opposing the recommendation, she does not support the steep slope conditional use approval.
Mr. Lynch submitted a revised set of plans for the three lot subdivision on 9 acres on the north side of St. Matthews Road. Mr. Wideman and Mr. Lynch will meet and address the concerns of the driveway, septic system, stormwater controls and well so that the revision can be made and reviewed at the January planning commission meeting.
A representative from Burger and Hayes was present to review the Susan P. Thomas application for a 2 lot subdivision with a shared driveway on 1562 Pughtown Road. Mr. Wideman sees potential problems with the plan regarding the septic system reserve areas and stormwater seepage bed. They will meet to review the plan before revisions are made.
PLANNING/ZONING
A representative from the St. Stephens Greene Association has been working with the Board of Supervisors and Philadelphia Suburban Water Company to explore options to reduce the water rates. The planning commission has questions regarding this matter, they will discuss this with the PUC attorney handling this matter.
The Planning Commission will review the Zoning Amendment revision when all the review letters are in.
