The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:12 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins, Township Manager Allen Heist, Code Enforcement Officer Robert Wideman, and Township Engineer Craig Kologie.
Thomas Rice, Bartlett Lane resident, was present to review with the Board his concerns pertaining to the Wetherill Estates Development including the following:
The Board indicated that the developer is proceeding with the dedication process, and requested Mr. Rice to submit his reimbursement requests, including documentation, as soon as possible. Solicitor Greenwood will review the submitted request, Covenant Agreement, and other issues of concern.
A Township Road Occupancy Permit Application has been received from Columbia Transmission Communications to open cut Sheeder Mill Road for the installation of fiber optics conduit. The Board expressed concerns regarding the proposed trench depth of 31" and the future impact on work within the road right of way such as utilities to new residences or measures to correct drainage problems; the Township Engineer will review the permit and submit recommendations. Solicitor Greenwood will be asked for an opinion regarding the Second Class Township Code language referring to "utility".
The Hankin Group is planning to attend the Planning Commission meeting on Thursday, December 21st and the Board of Supervisors regular meeting Tuesday, December 26th to review three waivers needed to proceed with the Hankin Tract (Weatherstone) preliminary plan. The Board is considering the adoption of an ordinance requiring a grading permit to accompany each building permit; the Township Engineer has submitted a sample ordinance for review.
Bernard Grundusky, Manager of Pennsylvania-American Water Company, was present to introduce the Board to the water utility company. Mr. Grundusky indicated that Penn-American is involved locally in the City of Coatesville Authority acquisition, franchise territories in Sadsbury and West Caln Townships, and purchasing Citizens Utilities, which services some residents in West Vincent Township. Manager Heist has met with the operations branch of the company regarding providing an estimated cost and proposal for operation of the St. Stephens Greene Water System and Wetherill Water Systems.
The Board reviewed the final 2001 Budget; a General Fund capital reserve line item has been added. The St. Stephens Greene water rates are projected to be reduced approximately 30% and sewer rates increased 18% resulting in a net billing decrease of about $6.00 per month for the homeowner. Notification will be sent to the homeowners of St. Stephens Greene.
Correspondence was received from Karyn Fasel regarding reimbursement of the Township Solicitor’s subdivision review fees incurred during the month of October as reflected in recent Township invoices; the Board determined full payment is expected.
Manager Heist will send notices to member municipalities of the Northern Federation and other neighboring municipalities reminding them of the joint meeting regarding regional planning and zoning issues to be held Wednesday, January 31, 2001 at West Vincent Township.
Cathers & Associates, Inc. has offered to work up sketches and feasibility study for expansion of the current Township Building, free of charge.
The Board requested Solicitor Greenwood and Manager Heist review and generate general policy and procedures for the distribution of unapproved minutes and accessing Township computer information.
The Police Department has received a County Grant in the amount of $2400 for the purchase of two AED units (defibrillator). A unanimous motion was made by Mrs. Perkins, seconded by Mr. Miller, to approve the grant contract.
The EAC is reviewing the West Vincent Township Trail Plan.
