The Chairperson called the meeting to order at 9:15 a.m.
ADMINISTRATIVE:
The Board of Supervisors will not be putting the Open Space Referendum on the April ballot, it might be a possibility for the November ballot. The Township will be receiving money from the Dirt Road Grant. The Township will be hosting another meeting in January regarding the regional planning and zoning issues. The first meeting Wednesday, November 29, 2000 hosted 13 neighboring municipalities. The next meeting is scheduled for January 31, 2001.
Two EAC members terms are up at the end of this month, Craig Hannifin and Jan Beale. Laura Hardt made two motions, one was seconded by Jan Beale and the other second by Craig Hannifin to have each of then appointed to serve another term, both excepted.
MAIL:
Columbia Gas Transmission has submitted a road occupancy permit application for fiber optic installation along Sheeder Mill Road. The permit has been sent out for review to Castle Valley Consultants.
Pitcher case has been remanded back to West Vincent Zoning Hearing board, with the stipulation that three representatives for French and Pickering Creek Cons. Trust are allowed on the property to do the necessary research.
REPORTS:
The Township Manager has been working with Hannafin and Shillingford-Brown on the proposed Township Trail. They are working on easement language and identifying the property owners of missing links in the plan. They would like to send out a letter to those residents informing them of the trails. A draft of the plan has been provided to the Board of Supervisors before proceeding.
The EAC reviewed the Township Park plan for placement of the 10 picnic tables and the placement of the Township Park signs. The Township Manager will get prices for signs that will be installed. The EAC would like to see wooden signs with slates. The parking area will be redone so as to limit all the signs in the parking area. Mrs. Perkins will meet with Mr. Evans regarding the naming of the park. Mr. Heist will draft an ordinance on rules and regulations and present it to the EAC at a further date. The issue of the maintenance of the Butterfly gardens needs to be addressed, Laura Hardt will also review the plan and work on a plan to add buffers to the wetlands to make them more maintenance free.
The Natural Lands Trust will be sponsoring an informational brochure for the West Vincent Land Trust in the early part of next year. This will go out to the 200 plus property owners of large parcels of land.
SUBDIVISION:
Mr. Lynch submitted a plan for three lots on 9 acres on the north side of St. Matthews Road. The EAC made a recommendation that the two building lots share a common entrance off of St. Matthews, with the individual drives curving across the properties and up to the house. This would lessen the runoff onto the road and would minimize traffic entering the road.
A preliminary plan was submitted for Susan P. Thomas, 1562 Pughtown Road for a 2 lot subdivision with a shared driveway. The plan was been sent out for review and no action is needed at this time.
PLANNING/ZONING:
Cynthia L. Clark has applied for a variance to keep 6 dogs on her property at 2534 Flowing Springs Road, which consists of 12.8 acres. The Township Ordinance under Section 2220B.1 prohibits no more than four dogs as a residential accessory use. The Zoning Hearing Board hearing is set for Wednesday, December 13, 2000.
The Conditional Use hearing for Mr. Heft has been continued until Monday, December 11, 2000, the applicant desires to construct a driveway, stormwater management facilities, and cut within the precautionary slopes on the south side of Hollow Road. The EAC made their recommendation at the November meeting regarding the Heft property.
