The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisor Zoë Perkins and Township Manager Allen Heist.
Police Chief Karl Jones advised the Board of informal meetings with local police chiefs from Upper Uwchlan, East Pikeland, West Pikeland, and East Vincent Townships to update the Mutual Aid Agreements, specifically as it relates to sharing manpower and equipment and requested feedback from the Board. The idea of revising the agreement to help the Police Department do its job more effectively and efficiently is acceptable to the Board.
Manager Heist reported that one of the traffic light poles at Routes 401 and 100 was damaged by a "hit and run" driver; the insurance company has been notified and the pole will be replaced by Signal Service, Inc.
Mrs. Perkins stated that Mr. Segovia, Hilltop Road, called her Sunday, December 3rd at 6:42 p.m. and requested to go on record in reporting that the dogs on the Cindy Clark property, Flowing Springs Road, had been barking for two hours.
Unanimous approval, based on corrections to the Certificate of Completion, was granted for Wetherill Estates Subdivision Escrow Release No. 10 in the amount of $83,843.62 upon a motion from Mrs. Perkins and second from Mr. Miller.
Manager Heist distributed a table for the Flowing Springs Road Bridge itemizing cost estimates for design and construction review, repair costs, and replacement costs for the Board’s review. He is awaiting additional information to finalize costs. Gannett Fleming, Inc. has completed inspections on the other five township bridges.
Richard Guarini, The Hankin Group, submitted an ordinance relief report for The Hankin Tract preliminary subdivision plan, which reviews the Township Zoning Ordinance and Subdivision and Land Development Ordinance, and indicates the majority of the waivers are contained in Exhibit B or paragraph 32 of the Conditional Use Approval.
Columbia Gas Transmission has submitted a road occupancy permit application for fiber optic installation along Sheeder Mill Road; the application will be forwarded to Castle Valley Consultants, Inc. for review.
A motion was made by Mrs. Perkins, seconded by Mr. Miller, to execute the Agility Agreement with PennDOT and approve Resolution 14-2000, authorizing Manager Heist to sign the agreement on behalf of the Board of Supervisors. The motion carried unanimously.
The Township Park Tot Lot has been completed; the EAC will discuss parking, signage, placement of picnic tables, and pavilion during their meeting Wednesday, December 6th.
