ATTENDING: Chairman Jim Wendelgass, Vice Chairman Kate Damsgaard, Members Wheeler Aman, Vince Kling, Clare Quinn, Jean Warrick and Zoning Officer Robert Wideman.

Chairman Jim Wendelgass called the meeting to order at 7:35 p.m.

SUBDIVISIONS:

A letter was received from the DEP regarding Laymen’s Home (Woodstone Development). The department is currently reviewing the revisions to the sewage facilities plan, additional time will not be needed to complete the review.

Castle Valley Consultants letter of October 30, 2000 outlines a process to be followed for the "best management practices" to stormwater management for the Hankin - Weatherstones project.

Mr. Lynch submitted a subdivision plan for three lots on 9 acres on the north side of St. Matthews Road. Based on the applicant’s preference, notes were added to the plan showing that it will be deed restricted so that nothing will be build within 185 ft. from the road, the applicant has obtained the PennDOT permits needed. The Lynch subdivision plan will go out for review.

Mr. Wideman reviewed the  Susan P. Thomas Sketch plan, 1562 Pughtown Road for a 2 lot subdivision with a shared driveway. Mr. Wideman sees a potential problem with the location of the septic system described as an approximate location "based on hear say" and would like to see stormwater control note added to the plan. No action is needed at this time.

ZONING:

Cynthia L. Clark has applied for a variance to keep six dogs on her property at 2534 Flowing Springs Road, which consists of 12.8 acres. The Township Ordinance under Section 2220B.1 prohibits no more than four dogs as a residential accessory use. The Planning Commission suggested that a conditional use should be considered to cover this issue and that a zoning amendment would be needed to create this category under conditional use in residential zones. The Zoning Hearing Board hearing is set for  Wednesday, December 13, 2000.

Mr. Heft Conditional Use hearing is set for Monday, November 27, 2000. The applicant desires to construct a driveway, stormwater management facilities, and cut within precautionary slopes. Upon discussion Vince Kling made a motion, which was seconded by Wheeler Amen to recommended approval of the application with the condition that the limit of disturbance be staked prior to construction and the driveway is installed in accordance with last plan. All in favor.

The Chester County Planning Commission sent a copy of their review letter regarding Vanguard’s Conditional Use in Uwchlan Township. The applicant proposes to create an office park on the land known as Happy Days Farm. This is for informational proposes.

East Pikeland Township has been approached by a township resident that is interested in joining an Agricultural Security Area and has asked the Board if they would be interested in sponsoring this applicant since East Pikeland does not qualify for the ASA program.

The Planning Commission will review the Zoning Amendment revision when all the review letters are in.

The Board of Supervisors will be hosting a meeting on November 29, 2000 at 7:30 p.m. at the Township Building to discuss regional planning and zoning in northern Chester County. Five townships have responded.

NEW BUSINESS:

A resident from St. Andrews Lane was present with a road complaint, he was informed that he needed to talk to the Township Manager and/or a letter to the Board of Supervisors.

Wheeler Amen mentioned that Camphill Village is selling their building rights to the County. Wheeler was concerned about the septic systems on the remaining parcel with the buildings, Mr. Wideman will call DEP for additional information.

Minutes from the October 19,2000 meeting were approved.
