ATTENDING Chairperson Craig Hannafin, Members Pam Shillingford-Brown, Jan Beale and Jim Wendelgass - Planning Commission, and Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:30 a.m. Minutes from the October 4, 2000 meeting were approved.
ADMINISTRATIVE:
Planning Commission will be holding a work session on Thursday, November 9, 2000. Frone Crawford will be present to review the Zoning Amendments and Regional Planning/Zoning. The Planning Commission reviewed Massara, Heff and the Gallagher conditional use applications. They reviewed the trail plan at Layman’s Home (Woodstone Development) and Mr. Wideman informed them of a issue in Wetherill Estate pertaining to a swimming pool application and the reserve area for the replacement septic systems, this issue has been addressed by the Board of Supervisors at their October 23, 2000 meeting.
The Board of Supervisors will be hosting a meeting on Wednesday, November 29, 2000 at 7:30 p.m. at the Township Building to discuss regional planning and zoning in northern Chester County. Thirteen adjoining municipalities have been asked to attend.
EAC has submitted their budget request for 2001. EAC would like to invest in a trail study; a few educational mailings to the Township residents and develop a form of "No spray signs".
MAIL:
A letter was received from the United States Department of the Interior informing us of a draft on the Northern Recovery of the Bog Turtle. If anyone is interested in receiving a copy of this draft you may contact their office at 814-234-4090.
The Chester County Conservation District reviewed Columbia Transmission Communications project and found it to be inadequate. The Township is aware of their return to the Township and will be monitoring the job.
DEP issued an Order concerning corrective violations of the Storage Tanks and Spill Prevention Act at the former Piccini Property, located at the intersection of Route 100 (Pottstown Pike) and 401.
East Pikeland Township has been approached by several township residents who are interested in forming or joining an Agricultural Security Area and has asked if the Board would be interested in sponsoring these applicants since East Pikeland does not qualify for the ASA program.
REPORTS:
The Township Manager has been working with Hannafin and Shillingford-Brown on the proposed Township Trail. They are working on easement language and identifying the property owners of missing links in the plan. They would like to send out a letter to those residents informing them of the trails. A draft of the plan will be provided to the Board of Supervisors before proceeding.
The Township Park walking path was paved. The contractor will comply with Castle Valley’s review letter and the requirements of the plan and specifications on the trail project. Robert Wideman and the road crew are working on the Tot Lot and hope to have it in place by the middle of November. Mrs. Perkins has addressed the signs at the township park with the Board of Supervisors.
West Vincent Land Trust will be putting out a newsletter which will be sponsored by the Natural Lands Trust.
SUBDIVISION:
A sketch plan was submitted for Susan P. Thomas subdivision, 1562 Pughtown Road for a two lot subdivision with a shared driveway.
At their 10/4/00 meeting the EAC recommended that Woodstone Subdivision (Layman’s Home) designate trails on the plan. The trail could connect to the Horseshoe Farm trail below the pond to the right of the farm road; this would give continuous trail access from Horseshoe Trail to Miller Road. John Bachich seemed in agreement with this suggestion with some minor revisions. The trail will be in place before building permits will be issued.
PLANNING/ZONING:
The Joseph and Bernice Gallagher Conditional Use hearing was continued until November 13, 2000 at 7:30 p.m. The application is for the construction of a driveway, on-site sewage system, stormwater management facilities, and cuts/fill within steep slopes. The EAC made a recommendation to the Board of Supervisor at their October meeting.
The Carl Massara Conditional Use hearing was continued until November 13, 2000. The application is for a basketball court and related earthwork in a steep slope area, the property is located at 1211 Hollow Road. The Township Manager has been asked to write a letter to Mr. Massara explaining that the Board of Supervisors does not feel this is a conditional uses issue and that he might want to consider applying to the Zoning Hearing Board.
A hearing to consider the conditional use application for Heather and Lance Heft has been set for Monday, November 27, 2000 at 7:30 p.m. at the Township Building. The applicant desires to construct a driveway, stormwater management facilities, and cut within precautionary slopes on the south side of Hollow Road.
A Zoning Hearing Board application from James and Madelyn Martin of 1860 Kimberton Road has been submitted to construct a two-car garage in the front yard of the house. The hearing is scheduled for Wednesday, November 15, 2000.
NEW BUSINESS:
Pam Shillingford-Brown asked about removing the old guard rail on Jaine Lane.
