The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:10 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Karl Brachwitz and Zoë Perkins, Township Manager Allen Heist, Township Engineers Craig Kologie and Gary Weaver, and Code Enforcement Officer Robert Wideman.
Southdown Homes, Inc. representatives, Zachrey Colburn and Rick Sudall, were present to discuss Wetherill Estates. Manager Heist reported that final punch list items are close to completion, however, the Board’s input was requested on the following five outstanding items:
Township Engineer Craig Kologie and Richard Guarini and Barry Walsh, The Hankin Group, were present to discuss the Hankin Preliminary Plan submission, which in the Township Engineer’s opinion is still not in a form that can be adequately reviewed. Mrs. Perkins stated for the record that she was uncomfortable meeting during an administrative session regarding this issue.
The Hankin Group is working on upgrading the plans with sufficient details for review. It was pointed out that the review process is a complicated one considering the size of the project and in addition to zoning and subdivision issues, the plan’s conformance to the Conditional Use Decision and Order is addressed. The applicant will submit waiver requests to the Board for resolution; the applicant and Township Engineer will meet to review plans prior to resubmission to verify the plans are sufficient for review.
The Township Engineer reported that the contractor plans to finish the walking path at the Township Park today.
Solicitor Greenwood has reviewed the proposed Gannett Fleming, Inc. contract (Township Traffic/Bridge Engineer) and found it acceptable for signing.
Gannett Fleming has prepared a Request for Proposal for repair of the Flowing Springs Road Bridge. The repair work may not be considered the "final" solution and requires regular monitoring and accepting some risk. A conceptual cost estimate to replace the bridge was submitted as follows:

Chairman Miller suggested the installation of pipes as an option, which will be discussed with the Engineer. They will also be asked to provide a cost estimate for the repairs to the bridge.
Columbia Transmission Company is considering the installation of a fiber optic line along Sheeder Mill Road within the right of way and cartway. Mrs. Perkins recused herself from the discussion. Messrs. Miller and Brachwitz expressed concerns regarding the integrity of Sheeder Mill Road, specifically the geotextile fabric, during Columbia’s cutting and trenching of the roadway and were not inclined to favorably consider the request without an agreement to completely reconstruct Sheeder Mill Road.
Manager Heist will draft a letter to Carl Massara, 12ll Hollow Road, advising that the Planning Commission and Robert Wideman have reviewed the plan and documentation submitted during the October 9th Conditional Use Hearing and have found "the application does not fall within a use allowed by conditional use." The applicant can apply for a variance to the Zoning Hearing Board. The conditional use hearing, which was continued to November 13, 2000 at 7:30 p.m. will be opened with the plan review findings and any additional comments submitted into the record.
Member municipalities of the Northern Federation and other neighboring municipalities have been invited to attend a joint meeting regarding regional planning and zoning issues to be held at West Vincent Township on Wednesday, November 29, 2000 at 7:30 p.m.
An executive session was held regarding real estate matters (Route 100 by-pass).
Chad Brekke, Malehorn Road, requested the Board to consider the installation of a temporary fence on the former Evans Property to shield the Road Department maintenance area; in light of the pending bridge repair project and other fiscal responsibilities, the Board is not inclined to spend money on temporary fencing at this time.
A motion was made by Mrs. Perkins, seconded by Mr. Brachwitz, to grant approval for Ludwigs Corner Fire Company to attend a training in West Chester on Thursday, November 2nd; the motion carried unanimously.
A draft copy of the 2001 Budget was distributed for review.
